The City of Wasco is requesting qualifications from professional firms to provide consulting services including, but not limited to preliminary geotechnical investigations, quality assurance, soils and construction materials sampling, testing, and laboratory services on an on-call basis. The response to this solicitation will be in the form of a Statement of Qualifications (SOQ).

To obtain a copy of the Request for Qualifications, please contact the City Clerk, Duviet Rodriguez at 661-758-7214.  Questions regarding the contents of this Request for Qualifications (RFQ) must be submitted in writing on or before 4 PM (PST) on Thursday, April 20, 2017 and directed to Jeremy Bowman at jebowman@ci.wasco.ca.us. All questions will be answered and faxed/emailed to all firms listed on the RFQ holders list on Monday, April 24, 2017.

Consultants shall submit (5) sealed SOQ’s clearly marked STATEMENT OF QUALIFICATIONS – ATERIALS TESTING & GEOTECHNICAL ON–CALL SERVICES to Ms. Duviet Rodriguez, for the City of Wasco located at 746 8th Street, Wasco, CA 93280.  SOQ’S are due April 27, 2017 at 4:00p.m., no late proposals will be accepted.  Interviews may be conducted at the City’s discretion.

Award of the Contract, if awarded, will be made by the City of Wasco within forty-five (45) days after receipt of SOQ’s by the Wasco City Council. The City of Wasco will award this contract (if awarded) based on the best qualified proposer(s) as determined by the City, under its sole and absolute discretion.  The contract period will be for a minimum of 3 years.



Project Plans for Road Rehabilitation for Road Rehabilitation of local streets (Camellia, Jasmine, Etc.) will be received at the Office of the City Clerk of the City of Wasco, 746 8th Street, Wasco, until 2:00p.m. on May 2, 2017 at which time they will be publicly opened and read.

General work description:
The work to be done includes, but is not limited to the following: sawcut, cold-planing existing asphalt concrete, grading, compaction, hot mix asphalt concrete, minor concrete including demo, cross-gutter, spandrels, adjusting utility frame covers to grade, and other items of or details not mentioned above, that are required by typical construction, Standard Specifications or these special provisions.

A Pre-Bid Meeting is scheduled for April 20, 2017 at 9:00a.m., at Wasco City Hall, 746 8th Street, Wasco.  This meeting is to inform bidders of project requirements.  Bidder’s attendance at this meeting will not be mandatory.

Bids are required for the entire work described herein.

Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening.  Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest.
