5. AWARDS AND PRESENTATIONS
Brief discussion by Commissioners regarding the resignation letters received from both Commissioner German and Commissioner Lawrence due to the change in employment and work hours. Chairperson Santillan regretted losing both Commissioners.
6. HEARING FROM PUBLIC ON ITEMS NOT ON AGENDA - This portion of the meeting is reserved for persons desiring to address the Commission on any matter not on this agenda and over which the Commission has jurisdiction. Speakers are limited to two (2) minutes. NONE
7. CONSENT CALENDAR
a) Approval of minutes for December 14, 2009 meeting
b) Approval of minutes for January 22, 2010 meeting
c) Approve the Reading of all Resolutions by Title only
Commissioner Hutson made a motion to approve the consent calendar. Seconded by Commissioner Drescher. All in favor. Motion carried.
8. SELECTION OF OFFICERS - POSSIBLE MINUTE ACTION
a) Vote on new Planning Commission Chairperson
b) Vote on new Planning Commission Vice-Chairperson
Chairperson Santillan opened the discussion for selection of officers at 7:04 p.m.
Brief discussion by Commissioners on keeping the Chair and Vice-Chair the same as last year.
Chairperson Santillan closed the discussion at 7:05 p.m.
Commissioner Forrest made a motion to keep Santillan as Chairperson and Drescher as Vice-Chairperson. Seconded by Commissioner Elholm. All in favor. Motion carried.
9. PUBLIC HEARING - NEW ITEMS
a) Zoning Ordinance Text Amendment 10-01. Text Amendment to Policy N1 of the Historic Downtown Wasco Overlay ("H") District (Municipal Code Section 17.51.030.B) to allow for a case-by-case review of building materials not otherwise addressed by the H District.
Chairperson Santillan opened the public hearing at 7:05 p.m.
Director Allinder reported on the proposed text amendment and reminded the Commissioners of the three options given during the Planning Commission meeting in November and that staff was directed to use Option 1, clarifying the language on metal buildings.
Commissioners asked if there is an approved materials list, Director Allinder explained that there is no list.
After a brief discussion Chairperson Santillan closed the public hearing at 7:15 p.m.
Commissioner Hutson made a motion to approve Zoning Ordinance Text Amendment 10-01. Seconded by Commissioner Forrest. Motion carried with the following vote:

Secretary Joslin read the Resolution - Resolution 10-05 - A Resolution of the Planning Commission of the City of Wasco recommending the City Council of the City of Wasco approve Zoning Ordinance Text Amendment 10-01, an amendment to Section N of the Historic Downtown Wasco Overlay District of the City of Wasco Municipal Code as reflected in Exhibit A.
10. REPORT, DISCUSSION AND POSSIBLE MINUTE ACTION
a) Commission review of the City of Wasco 2010-2014 Capital Improvement Program. This item is informational; no formal Commission action is required.
Director Allinder explained the Planning Division projects. Public Works Director Dan Allen explained the cut sheets and pointed out how the money will be spent and what the actual projects are. He explained that the document is a "living document" and changes monthly.
Question asked by Commissioners on how ratings are determined, Director Allen explained that who determines the ratings and how they are rated.
After discussion on projects by Commissioners and staff discussion ended.
b) Sign Advisory Committee Appointment
Staff is bringing forward for consideration of the Planning Commission, the appointment of two Commissioners to the Sign Advisory Committee. The Sign Advisory Committee will assist Planning staff in revisions to the City-wide Sign Ordinance. A minute motion is needed by Planning Commission for appointment of the Sign Advisory Committee members.
Director Allinder explained the purpose of the sign advisory committee and that the committee would meet over an 8 month time frame and provide input to staff.
Chairperson Santillan nominated Commissioners Forrest and Hutson. Commissioner Elholm made a motion to approve the nominations of Commissioners Forrest and Hutson. Seconded by Commissioner Drescher. All in favor. Motion carried.

11. PLANNING DIRECTOR'S REPORT
Director Allinder reported that Denny's landscape plan would be approved tomorrow and that they had been issued a temporary certificate of occupancy for training purposes. Denny's requires two weeks of employee training prior to opening which, they would like to open by February 28th. Director Allinder also reported that an item on the next City Council agenda would be to discuss changing the Planning Commission from 7 Commissioners to 5 and in order to do this the ordinance would have to be amended.
She also reported that the City Council had approved an extension to PMC's contract for another 12 months and that the Council wants to hold budget workshops and these will be happening in the next few months. Director Allinder informed the Commissioners that staff would mail them a copy of the Downtown Plan and a LAFCO map showing boundaries.
12. COMMISSIONERS COMMENTS
Chairperson Santillan thanked staff for more precise meetings.
After a lengthy discussion on the ambulance issues around the city and county and discussion of a meeting between the Grand Jury and staff no further comments from Commissioners.
13. ADJOURNMENT
Commissioner Hutson made a motion to adjourn. Seconded by Commissioner Elholm. All in favor. Motion carried. Meeting adjourned at 8:11 p.m.
