8. CONSENT CALENDAR
a) Approve the Reading of all Resolutions by Title only
Commissioner German made a motion to approve the consent calendar. Seconded by Commissioner Elholm. All in favor. Motion carried.
9. PUBLIC HEARINGS - POLICY ITEMS
a) General Plan Amendment 08-02 - An amendment to the City of Wasco General Plan Land Use Map, to re-designate 1.7acres of land currently designated Low Density Residential to Community Commercial Retail and High Density Residential and to re-designate 12.3 acres of land from Community Retail Commercial to High Density Residential for the proposed Wasco Center
Chairperson Santillan opened the public hearing at 7:03 p.m.
Senior Planner McNamara gave staff reported which included all four agenda items; General Plan Amendment 08-02 an amendment to the City of Wasco General Plan Land Use Map, to re-designate 1.7acres of land currently designated Low Density Residential to Community Commercial Retail and High Density Residential and to re-designate 12.3 acres of land from Community Retail Commercial to High Density Residential for the proposed Wasco Center; Zone Change 08-06 an amendment to the City of Wasco Official Zoning Map, to re-designate 1.7acres of land currently zoned R-1-6 (Low Density Residential 6,000 sq.ft. lot), to C-R (Commercial Retail) and R-3 (High Density Residential) and to re-zone 12.3 acres of land from C-R (Commercial Retail) to R-3 (High Density Residential) for the proposed Wasco Center; Zone Change 08-06 an amendment
to the City of Wasco Official Zoning Map, to re-designate 1.7acres of land currently zoned R-1-6 (Low Density Residential 6,000 sq.ft. lot), to C-R (Commercial Retail) and R-3 (High Density Residential) and to re-zone 12.3 acres of land from C-R (Commercial Retail) to R-3 (High Density Residential) for the proposed Wasco Center; Vesting Tentative Tract 7127 a proposal to subdivide 112.6 acres of land into eleven (11) lots to allow for the proposed Wasco Center; Precise Development Plan 08-04 a proposal to develop 112.6 acres of land into a mixed use development project (Wasco Center). The proposed uses are 273,000 sq. ft. of large retail, a 105,000 sq. ft. shopping center, a 75,000 sq. ft. movie theater, 67,500 sq. ft. of restaurant/office, 206,000 sq. ft. of Community Retail, a 100 key hotel, 123 housing units for the proposed Wasco Center with staff recommending approval for all.
Questions were raised by the Commissioners regarding the time frame of the large box commercial, housing and hotel. Senior Planner McNamara informed the Commissioners that the project would be built in phases and that each of the buildings would be dispersed in these phases.
Another questions was asked about any LAFCO approvals, McNamara stated that this project is in City limits and LAFCO has no say in the project.
Questions on the low emission or alternative parking requirements were brought up.
Roma Stromberg - Chamber Group - Explained that these types of parking spaces are provided for tenants of the housing and employees of the retail facilities/
Commissioners asked what type of apartments would be coming in, high, medium or low income.
William Barkett 0 800 Silverado Suite 301, La Jolla, CA 92037 - Informed the Commissioners that with demographics they would be rented out and eventually sold as condos/townhomes. There will be no low income grants and the city does not want or need any more low income housing.
After more discussion Chairperson Santillan closed the public hearing for all four items at 7:51 p.m.
Commissioner German made a motion to approve General Plan Amendment 08-02. Seconded by Commissioner Hutson. All in favor. Motion carried with the following vote:

Secretary Lopez read the Resolution by title - Resolution 08-44 - A Resolution of the Planning Commission of the City of Wasco recommending to the City Council approval of General Plan Amendment 08-02 - An amendment to the City of Wasco Genera Land Use Map, to re-designate 1.7 acres of land currently designated low density residential to commercial retail and high density residential and to re-designate 12.3 acres of land from Community Retail Commercial to High Density residential of the proposed Wasco Center, located north of Highway 46, West of No. Palm Avenue, East of N. Magnolia Avenue and South of Margalo Rd as reflected in Exhibit A.
b) Zone Change 08-06 - An amendment to the City of Wasco Official Zoning Map, to re-designate 1.7acres of land currently zoned R-1-6 (Low Density Residential 6,000 sq.ft. lot), to C-R (Commercial Retail) and R-3 (High Density Residential) and to re-zone 12.3 acres of land from C-R (Commercial Retail) to R-3 (High Density Residential) for the proposed Wasco Center
Commissioner German made a motion to approve Zone Change 08-02. Seconded by Commissioner Hutson. All in favor. Motion carried with the following vote:

Secretary Lopez read the Resolution by title - Resolution 08-45 - A Resolution of the Planning Commission of the City of Wasco recommending to the City Council Approval of Zone Change 08-06 - an amendment to the City of Wasco's official Zoning Map, to re-classify 1.7 acres of land currently zoned R-1-6 (Low Density Residential 6,000 sq. ft. lot) to Community Commercial Retail and High Density Residential and to re-classify 12.3 acres of land from C-R (Commercial Retail) to R-3 (High Density Residential) for the proposed Wasco Center, located north of Highway 46, West of North Palm Avenue, East of North Magnolia Avenue and south of Margalo Road as reflected in Exhibit A.

The shopping center, a 75,000 sq. ft. of large retail, a 105,000 sq. ft. shopping center, a 75,000 sq. ft. movie theatre, 67,500 sq. ft. of restaurant /office, 206,000 sq. ft. of community retail, a 100 key hotel, 123 housing units and 11,900 sq. ft. of recreation buildings for the proposed Wasco Center, located north of Highway 46, west of North Palm Avenue, east of North Magnolia Avenue and south of Margalo Road, as reflected in Exhibit A and conditioned in Exhibit B.

11. PLANNING DIRECTOR'S REPORTS
Community Development Director Heiser reported on a conference call with HCD regarding the Housing Element. Circle K and Barraza's had approved grading plans and Barraza's had pulled a grading permit for their project. He also reported on Denny's building plan submittal, KernCog Blue Print Project - Green House Emissions and the City's discussion with PG&E on moving poles for projects and finally that the Historical Society in talks to move buildings on the property by the train depot.
12. COMMISSIONERS COMMENTS
Commissioner German asked if there had been any complaints to staff on this project. Staff stated they had not.
Chairperson Santillan asked about the removal of the power poles along Central Avenue. Staff reported that the bonding company had only hired the contractor to pave not to remove the poles and that Public Works is working on that issue.
Chairperson Santillan thanked the staff for their continued hard work.
