PLANNING COMMISSION MEETING
OCTOBER 13, 2008- 7:00 P.M.

8.      CONSENT CALENDAR
a)      Approval of Minutes for September 8, 2008 regular meeting.
b)      Approve the Reading of all Resolutions by Title only

Commissioner German made a motion to approve the Consent Calendar.  Seconded by Commissioner Forrest.  All in favor.  Motion Carried

9.      PUBLIC HEARINGS - POLICY ITEMS

a)      Precise Development 08-05 Request to approve a Precise Development Plan for
a 4,807 sq. ft. restaurant located on the north side of State Route 46. Assessors
Parcel Number 4487-040-22. Project is exempt from the CEQA Regulations. Applicant:  Shashi Kamboj.

Vice Chairperson opened the public hearing at 7:04 p.m.

Senior Planner McNamara reported on a Precise Development Plan for
a 4,807 sq. ft. restaurant located on the north side of State Route 46. Assessors
Parcel Number 4487-040-22. Project is exempt from the CEQA Regulations.  McNamara pointed out and explained the inconsistencies with the project.  He explained that the prior Planning Commission approved the 35' pole sign in April of 2007.  Staff recommended approval of the project.

After a brief discussion by Commissioners on truck parking and on-site retention of storm water Vice Chairperson Drescher closed the public hearing at 7:21 p.m.

Commissioner German made a motion to conditionally approve Precise Development Plan 08-05 for the establishment of 4,807 square foot restaurant located on the north side of State Highway 46 between N. Poplar Avenue and N. Palm Avenue, subject to the following modifications:  The project shall not be required to provide any additional truck parking outside of the loading areas shown o the preliminary site plan as required by Section 17.51 of the City of Wasco Zoning Ordinance.  Seconded by Commissioner Hutson.  Motion was carried with the following vote:

Secretary Lopez read the Resolution by title - Resolution 08-39 - A Resolution of the Planning Commission of the City of Wasco conditionally approving Precise Development 08-05 as illustrated in various exhibits and as modified through conditions of approval for a commercial retail (restaurant) consisting of one of one (1) structure totaling approximately 42,600 square feet (4,807 building site) located at the north side of California State Route 46, Assessor's Parcel Numbers 487-040-22 and Adoption of Categorical Exemption per CEQA Regulations the project shall not be required by Section 17.51 of the City of Wasco Zoning Ordinance.

11.     PLANNING DIRECTOR'S REPORTS
Senior Planner McNamara explained that Miles Johnson was no longer with the City of Wasco and that John Heiser had been hired to take his place as the Community Development Director.  He also reported that the Red Roof Inn had paid the deposit for their Precise Development Application and that the Initial Study for the 121 acre project had been routed out for comment.

12.     COMMISSIONERS COMMENTS
Commissioner Forrest asked about the construction on the house on 2nd close to Beckes, Secretary Lopez explained that they are still working on the house with permits and getting inspections done on all work.  He also asked about the Poplar Pointe and if they were for sale.  Staff explained that the area had been cleaned and security put on-site but that was all the information we had.  He stated that with all of the construction on Highway 46 the city should look into putting major trunk lines in and get away from on-site retention.  Commissioner Forrest asked about the EIR and Industrial Park. Senior Planner McNamara stated he had no information on that and the best thing to do would be to schedule a meeting with the City Manager to discuss this topic.

Commissioner Drescher asked about a proposed medical complex on Filburn and Highway 43.  Senior Planner McNamara stated that no information on this project was submitted to the City.

13.     ADJOURNMENT
Commissioner German made a motion to adjourn the meeting.  Seconded by Commissioner Lawrence.  All in favor.  Motion carried.  Meeting adjourned at 7:45 p.m.
