8.      CONSENT CALENDAR
a)      Approval of Minutes for June 9, 2008 regular meeting.
b)      Approve the Reading of all Resolutions by Title only

Commissioner Hutson made a motion to approve the Consent Calendar.  Seconded by Commissioner Elholm.  All in favor.  Motion Carried.

9.      PUBLIC HEARINGS - POLICY ITEMS

a)      Time Extension Request for Tentative Tract 6460 -  The application of Reynen and Bardis for a twelve (12)  month time extension to Tentative Tract 6460, a 376 lot subdivision located at the southwest corner of N. Palm Avenue and Gromer Avenue (APN # 487-010-47, 487-010-48, 487-010-49 and 487-010-50) and accompanying Notice of Exemption.

Vice Chairperson Drescher opened the public hearing at 7:04 p.m.

Senior Planner McNamara reported on the application Reynen and Bardis for a twelve (12)  month time extension to Tentative Tract 6460, a 376 lot subdivision located at the southwest corner of N. Palm Avenue and Gromer Avenue and accompanying Notice of Exemption, with staff recommending disapproval of the one year request and approving a 9 month extension since they had previously been approved for a 3 month extension.

Questions were raised by Commissioners on the number of lots and arterial streets with center dividers.  Senior Planner McNamara explained the actual number of lots in the tract and also explained how arterial streets are determined to his knowledge.

Vice Chairperson Drescher closed the public hearing at 7:15 p.m

Commissioner Hutson made a motion to approve the Time Extension Request for Tentative Tract 6460.  Seconded by Commissioner Forrest. Motion carried with the following vote:

AYES:  Commissioners:  Drescher; Elholm; Forrest; Hutson; Lawrence;
NOES:  None
ABSENT:  Commissioners:  German; Santillan

Secretary Lopez read the resolution by title - Resolution 08-28 - A Resolution of the City of Wasco Planning Commission disapproving the request Reynen and Bardis for a one year time extension and alternatively approving a nine month extension to Tentative Tract 6460 as shown in Exhibit A and conditioned in Exhibit B.

b)      Time Extension Request for Tentative Tract 6608 -  The application of Hector Delgado for a one (1) year time extension to Tentative Tract 6608 located approximately 330 feet west of  the northwest corner of Palm Ave and Poso Dr (APN# 488-060-06)  and accompanying Notice of Exemption.

Vice Chairperson Drescher opened the public hearing at 7:17 p.m.

Senior Planner McNamara reported on the application of Hector Delgado for a one (1) year time extension to Tentative Tract 6608 located approximately 330 feet west of  the northwest corner of Palm Ave and Poso Dr. and accompanying Notice of Exemption with staff recommending approval.

After brief discussion Vice Chairperson Drescher closed the public hearing at 7:23 p.m.

Commissioner Forrest made a motion to approve the Time Extension Request for Tentative Tract 6608.  Seconded by Commissioner Elholm. Motion carried with the following vote:

AYES:  Commissioners:  Drescher; Elholm; Forrest; Hutson; Lawrence;
NOES:  None
ABSENT:  Commissioners:  German; Santillan

Secretary Lopez read the resolution by title - Resolution 08-29 - A Resolution of the City of Wasco Planning Commission approving the request of Hector Delgado for a one year extension to Tentative Tract 6608 as shown in Exhibit A and conditioned in Exhibit B.

c)      Time Extension Request for Tentative Tract 6609 -  The application of Hector Delgado for a one (1) year time extension to Tentative Tract 6609 located at the northwest corner of 7th Pl and D St (APNs# 030-332-07 and 030-332-08)  and accompanying Notice of Exemption.

Vice Chairperson Drescher opened the public hearing at 7:24 p.m.

Senior Planner McNamara reported on the application of Hector Delgado for a one (1) year time extension to Tentative Tract 660 located at the northwest corner of 7th Pl and D St. and accompanying Notice of Exemption with staff recommending approval.

After hearing no discussion Vice Chairperson Drescher closed the public hearing at 7:28 p.m.

Commissioner Hutson made a motion to approve the Time Extension Request for Tentative Tract 6609.  Seconded by Commissioner Elholm. Motion carried with the following vote:

AYES:  Commissioners:  Drescher; Elholm; Forrest; Hutson; Lawrence;
NOES:  None
ABSENT:  Commissioners:  German; Santillan

Secretary Lopez read the resolution by title - Resolution 08-30 - A Resolution of the City of Wasco Planning Commission approving the request of Hector Delgado for a one year extension to Tentative Tract 6609 as shown in Exhibit A and conditioned in Exhibit B.

d)      Conditional Use Permit 08-03 - The application of Lorenzo Michieli for a Conditional Use Permit Pursuant to Table 17-1 of the City of Wasco Zoning Ordinance to allow for a cargo container to be used as storage in an R-2 (Medium Density Residential) zone district located at 651 Beckes Street (a.k.a. Assessor's Parcel Numbers 488-161-05 thru 08) and accompanying Notice of Exemption.  

Vice Chairperson Drescher opened the public hearing at 7:30 p.m.

Senior Planner McNamara reported on the application of Lorenzo Michieli for a Conditional Use Permit Pursuant to Table 17-1 of the City of Wasco Zoning Ordinance to allow for a cargo container to be used as storage in an R-2 (Medium Density Residential) zone district located at 651 Beckes Street and accompanying Notice of Exemption with staff recommending approval.

After a brief discussion Vice Chairperson Drescher closed the public hearing at 7:35 p.m.

Commissioner Elholm made a motion to approve Conditional Use Permit 08-03.  Seconded by Commissioner Lawrence. Motion carried with the following vote:

AYES:  Commissioners:  Drescher; Elholm; Forrest; Hutson; Lawrence;
NOES:  None
ABSENT:  Commissioners:  German; Santillan

Secretary Lopez read the resolution by title - Resolution 08-31 - A Resolution of the City of Wasco Planning Commission approving Conditional Use Permit 08-03 for the incidental use of a cargo container located at 651 Beckes Street as shown in Attachment A and accepting the proposed Notice of Exemption as the appropriate environmental document.

a)      Approved City Council Minutes for review

11.     PLANNING DIRECTOR'S REPORTS
Senior Planner McNamara reported on that the developer of the site of the Fresh & Easy and Carl's Jr. is getting ready to grade for their project and that the billboard at that site would be taken down as soon as they started.      

12.     COMMISSIONERS COMMENTS
Commissioner Forrest asked about an item on the City Council minutes of June 17, 2008 where the North Kern Tulare Hospital had made a presentation and if the Council had given them a letter approving the project.  Senior Planner McNamara explained that the presentation to the Council was made just to see if the City would be open to the idea of the facility coming in but that no site had been chosen nor any plans or applications submitted to the City.  He would, however, check on the status of a letter of approval and report back to the Commissioners at the next meeting.
Commissioner Drescher was glad to see the motel coming along nicely and would like to see KFC/A&W come in soon.
Commissioner Lawrence asked about the Landscaping at Las Rosas and who pays for the upkeep.  Senior Planner McNamara explained how the Landscaping and Lighting Maintenance Districts work.
The Commissioners also asked about Poplar Pointe and if they now had security.  Senior Planner McNamara stated that security had been brought in and that the homes had been secured.  Director Johnson reported that he is working with Code Enforcement on the cleanup of the developments and that they are looking into how the City might maintain these on a monthly basis.

Commissioner Hutson made a motion to adjourn the meeting.  Seconded by Commissioner Elholm.  All in favor.  Motion carried.  Meeting adjourned at 7:57 p.m.
