None

6.      HEARING FROM PUBLIC ON ITEMS NOT ON AGENDA - this portion of the meeting is reserved for persons desiring to address the commission on any matter not on this agenda and over which the commission has jurisdiction.  Speakers are limited to two (2) minutes.  None

7.      AGENDA ADDITIONS/DELETIONS
Delete Item 8B, not available at time of meeting.  Addition of Item 9D not on agenda for Tentative Tract 6473 Ph. 3 continued from April meeting.

8.      CONSENT CALENDAR
a)      Approval of Minutes for April 14, 2008 regular meeting.
b)      Approval of Minutes for April 28, 2008 special meeting
c)      Approve the Reading of all Resolutions by Title only
Commissioner German made a motion to approve items a and c and delete item b.  Seconded by Commissioner Hutson.  All in favor.  Motion carried.

9.      PUBLIC HEARINGS - POLICY ITEMS

a)      Zone Change 08-04 and Precise Development 08-02.   A Zone Change from C-R (Commercial Retail) to PD-CR0804, (Precise -Development - Commercial Retail 0804) for Assessor's Parcel Numbers 029-021-01.  Changing the City of Wasco's official Zoning Map. Precise Development Plan 08-02 to allow the construction of an additional pump island with two pump stations and an additional canopy.  Applicant:  Jim and Yvonne Greenfield

Chairperson Santillan opened the public hearing at 7:06 p.m.

Senior Planner McNamara reported on a Zone Change from C-R (Commercial Retail) to PD-CR0804, (Precise -Development - Commercial Retail 0804) for Assessor's Parcel Numbers 029-021-01.  Changing the City of Wasco's official Zoning Map. Precise Development Plan 08-02 to allow the construction of an additional pump island with two pump stations and an additional canopy.

After brief discussion by commissioners, Chairperson Santillan closed the public hearing at 7:12 p.m.

Commissioner Elholm made a motion to approve Zone Change 08-04.  Seconded by Commissioner Forrest. Motion carried with the following vote:

AYES:  Commissioners:  Elholm; Forrest; German; Hutson; Santillan
NOES:  None
ABSENT:  Commissioner Drescher

Secretary Lopez read the Resolution by title - Resolution 08-25 - A Resolution of the Cit of Wasco Planning Commission recommending the City Council approve Zone Change 08-04 by amending the City of Wasco Zoning Map Zone Designation from C-R to PD-CR 0804 (Precise Development - Commercial Retail 0804) for Assessor's Parcel Number 029-021-01 as shown in Exhibit A.

Chairperson Santillan opened the public hearing on Precise Development 08-02 at 7:13 p.m.

Senior Planner McNamara stated the staff report just given was for the same project location.

No discussion by Commissioners, Chairperson Santillan closed the public hearing at 7:14 p.m.

Commissioner German made a motion to approve Precise Development 08-02.  Seconded by Commissioner Hutson.  All in favor.  Motion carried with the following vote:

AYES:  Commissioners:  Elholm; Forrest; German; Hutson; Santillan
NOES:  None
ABSENT:  Commissioner Drescher

Secretary Lopez Read the Resolution by title - Resolution 08-26 - A Resolution of the Planning Commission of the City of Wasco recommending conditional approval of Precise Development 08-02 as illustrated in Exhibit A and as conditioned in Exhibit B for a Chevron Station located at the northeast corner of Palm Avenue and State Highway Route 46, Assessor's Parcel Number 029-021-01.

b)      Time Extension Request for Tentative Tract 6486 -  The application of George Wise for a one (1) year time extension to Tentative Tract 6486 located at the northeast corner of Poplar Avenue and Margalo Street (APN# 487-040-18) and accompanying Notice of Exemption.  Applicant:  George Wise
Chairperson Santillan opened the public hearing at 7:06 p.m.

Senior Planner McNamara reported on the application of George Wise for a one (1) year time extension to Tentative Tract 6486 located at the northeast corner of Poplar Avenue and Margalo Street (APN# 487-040-18) and accompanying Notice of Exemption.  Staff recommends approval with the condition of the Fire Service Tax.

After a lengthy discussion by the Commissioners it was decided to continue the public hearing until the June 9th meeting in order to for the developer to attend to answer questions by the Commission.

Commissioner Hutson made a motion to continue the public hearing to June 9, 2008.  Seconded by Commissioner German.  All in favor.  Motion carried with the following vote:

AYES:  Commissioners:  Elholm; Forrest; German; Hutson; Santillan
NOES:  None
ABSENT:  Commissioner Drescher

Chairperson Santillan continued the Public Hearing at 7:55 p.m.
c)      Precise Development 07-08 And Rezone 07-17. Re-Zone from C-R to PD-CR0717, (Planned Development-Commercial Retail 0717), Precise Development Plan for a 6,292 square foot commercial center that will contain three (3) buildings, two (2) of which are 1,118 square feet and the third being 4,046 square feet, and adoption of Mitigated Negative Declaration.  The project site is located at 1911 State Hwy 46 (APN# 029-021-18 and 029-021-19).  Applicant:  Felipe and Patricia Morales.

Chairperson Santillan opened the public hearing at 7:59 p.m.

Senior Planner McNamara reported on the application of Re-Zone from C-R to PD-CR0717, (Planned Development-Commercial Retail 0717), Precise Development Plan for a 6,292 square foot commercial center that will contain three (3) buildings, two (2) of which are 1,118 square feet and the third being 4,046 square feet, and adoption of Mitigated Negative Declaration.  The project site is located at 1911 State Hwy 46 (APN# 029-021-18 and 029-021-19).  Due to Caltrans comments staff recommended continuance to the June 9th meeting.

Commissioner Elholm moved to continue the Public Hearing to June 9th, 2008.  Seconded by Commissioner German.  All in favor.  Motion carried with the following vote:

AYES:  Commissioners:  Elholm; Forrest; German; Hutson; Santillan
NOES:  None
ABSENT:  Commissioner Drescher

Chairperson Santillan continued the Public Hearing at 8:10 p.m.

d)      Tentative Tract 6473 Ph. 3

Chairperson Santillan opened the public hearing at 8:21 p.m.

Senior Planner McNamara reported that the applicant for this Tract requested another extension to confer with partners.

Commissioner Forrest moved to continue the Public Hearing to June 9th, 2008.  Seconded by Commissioner Elholm.  All in favor.  Motion carried with the following vote:

AYES:  Commissioners:  Elholm; Forrest; German; Hutson; Santillan
NOES:  None
ABSENT:  Commissioner Drescher

Chairperson Santillan continued the Public Hearing at 8:23 p.m.

10.     INFORMATION ITEMS
a)      Approved City Council Minutes for review
Commissioner Forrest asked for clarification on items on the City Council minutes

11.     PLANNING DIRECTOR'S REPORTS
        Senior Planner McNamara reported on the status of the following projects  Circle K;
KFC/A&W; Griffith & Highway 46; Best Western; Jack in the Box and the Red Roof Inn.

12.     COMMISSIONERS COMMENTS
Commissioner Elholm asked about the Guerra project.  McNamara explained that staff was working with the Guerra's on the project.
Commissioner Hutson questioned the need for retention basins.  McNamara said he would have a representative from the Public Works Department at the June 9th Planning Commission meeting to answer questions.

13.     ADJOURNMENT
Commissioner Forrest made a motion to adjourn the meeting.  Seconded by Commissioner Elholm.  All in favor.  Motion carried.  Meeting adjourned at 8:38 p.m.
