b) Approve the Reading of all Resolutions by Title only
Commissioner Drescher made a motion to approve the minutes of the Special Meeting of February 25, 2008 and to read all of Resolutions by Title only. Seconded by Commissioner German. All in favor. Motion carried.
9. PUBLIC HEARINGS - POLICY ITEMS
a) Conditional Use Permit 08-02. A Conditional Use Permit Pursuant to Table 17-1 of the City of Wasco Zoning Ordinance to allow the incidental off site sales of alcohol in a 14,820 square foot future pharmacy/drug store, identified as Bldg A on the attached site plan located at the northwest corner of State Highway 46 and Griffith Avenue (APN 487-040-05 and 487-040-10) and accompanying Notice of Exemption. Applicant: DSJB III
Chairperson Santillan opened the public hearing at 7:02 p.m.
Senior Planner McNamara gave staff report on Conditional Use Permit 08-02 to allow the incidental off site sales of alcohol in a 14, 820 square foot future pharmacy/drug store, identified as Building A to be located at the northwest corner of State Highway 46 and Griffith Avenue.
After a brief discussion by Commissioners Chairperson Santillan closed the public hearing at 7:10 p.m.
Commissioner Hutson made a motion to approve Conditional Use Permit 08-02. Seconded by Commissioner German. Motion carried with the following vote:
AYES: Commissioners: Drescher, Elholm, Forrest, German, Hutson, Santillan
NOES: None

Secretary Lopez read the Resolution by title - Resolution 08-13 - A Resolution of the Planning Commission of the City of Wasco approving Conditional Use Permit 08-02 for the incidental off site sales of alcoholic beverages in a 14,820 square foot future pharmacy/drug store identified as Building A, located at the northwest corner of State Highway 46 and Griffith Avenue as shown on Attachment A and accepting the proposed Notice of Exemptions as the appropriate environmental document.
b) Time Extension Request for Tentative Tract 6460 - The application of Reynen and Bardis for a three (3) month time extension to Tentative Tract 6460, a 376 lot subdivision located at the southwest corner of N. Palm Avenue and Gromer Avenue (APN # 487-010-47, 487-010-48, 487-010-49 and 487-010-50) and accompanying Notice of Exemption. Applicant: Reynen and Bardis
Chairperson Santillan opened the public hearing at 7:11 p.m.
Senior Planner McNamara gave the staff report on the Time Extension Request for Tentative Tract 6460 for a three (3) month time extension.
Discussion by the Commissioners on the Fire Services Tax and the Sewer Lift Station.
Chairperson Santillan closed the public hearing at 7:26 p.m.
Commissioner Drescher made a motion to approve the Time Extension Request for Tentative Tract 6460 for a three month extension. Seconded by Commissioner Hutson. Motion carried with the following vote:

Secretary Lopez read the Resolution by title - Resolution 08-14 - A Resolution of the Planning Commissioner of the city of Wasco disapproving the request of Reynen and Bardis for a one year time extension and alternately approving a three month extension to Tentative Tract 6460 as shown in Exhibit A and conditioned in Exhibit B.
c) Time Extension Request for Tentative Tract 6671 - The application of A and G Land Investments for a one (1) year time extension to Tentative Tract 6671, a twenty (20) lot subdivision located at the southeast corner of Central Avenue and Poso Drive (APN # 490-010-04) and accompanying Notice of Exemption. Applicant: A&G Land Investments
Chairperson Santillan opened the public hearing at 7:29 p.m.
Senior Planner McNamara gave the staff report on the Time Extension Request for Tentative Tract 6671 for a one year extension.
Upon hearing no discussion by Commissioners Chairperson Santillan closed the public hearing at 7:33 p.m.
Commissioner German made a motion to approve the Time Extension Request for Tentative Tract 6671. Seconded by Commissioner Hutson. Motion carried with the following vote:

Secretary Lopez read the resolution by title - Resolution 08-10 - A Resolution of the City of Wasco Planning Commission approving the request of A and G Land Investments for a One Year Extension to Tentative Tract 6671 as shown in Exhibit A and conditioned in Exhibit B.
d) Zoning Ordinance Text Amendment 08-01 - Proposed Zoning Ordinance Text Amendment to Title 17 Zoning, Chapter 17.63 Traffic Impact Studies amending the mandatory criteria that will cause the preparation of a Traffic Impact Study. Applicant: City of Wasco
Chairperson Santillan opened the public hearing at 7:34 p.m.
Senior Planner McNamara gave staff report on the Proposed Zoning Ordinance Text Amendment to Title 17 Zoning, Chapter 17.63 Traffic Impact Studies amending the mandatory criteria that will cause the preparation of a Traffic Impact Study.
After a brief discussion by Commissioners Chairperson Santillan closed the public hearing at 7:46 p.m.
Commissioner Forrest made a motion to approve Zoning Ordinance Text Amendment 08-01. Seconded by Commissioner Drescher. Motion carried with the following vote:

Secretary Lopez read the resolution by title - Resolution 08-15 - A Resolution of the City of Waco Planning Commission recommending Amendments to Title 17, Zoning by Amending Chapter 17.63 Traffic Impact Studies (ZOTA 08-01) as reflected in Exhibit A.

Chairperson Santillan opened the public hearing at 7:48 p.m.
Senior Planner McNamara gave staff report on the Proposed Zoning Ordinance Text Amendment to Title 17 Zoning, Amending Chapter 17.64 Williamson Act Regulations amending established rules for the administration of Williamson Act Contracted lands annexed to the City of Wasco and for lands under Williamson Act Contract within the City of Wasco's Sphere of Influence.
After some discussion by Commissioners on Williamson Act properties and questions on rail spurs and the alignment with roads. Chairperson Santillan closed the public hearing at 8:03 p.m.
Commissioner German made a motion to approve Zoning Ordinance Text Amendment 08-02. Seconded by Commissioner Elholm. Motion carried with the following vote:
AYES: Commissioners: Drescher, Elholm, Forrest, German, Hutson, Santillan
NOES: None

Secretary Lopez read the resolution by title - Resolution 08-16 - A Resolution of the City of Wasco Planning Commission recommending Amendments to Title 17, Zoning by amending Chapters 17.64 Williamson Act Regulations as reflected in Exhibit A.
10. INFORMATION ITEMS
a) Approved City Council Minutes for review
Secretary Lopez reported that the City Council Minutes were not available for review at the time the agendas were made.
11. PLANNING DIRECTOR'S REPORTS
Senior Planner McNamara reported on the meeting with Caltrans and developers, he also reported that KFC/A&W had met with the City and Caltrans and would be resubmitting the improvement and grading plans to the City. McNamara also reported that we had received a proposed 91 acre commercial project located on Highway 46 west of Palm to Margalo.
12. COMMISSIONERS COMMENTS
Commissioner Hutson was pleased to hear the meeting with Caltrans went well, and asked if any of the Commissioners received any feedback from the meeting on the EIR, he had only received one negative comment.
Commissioner Forrest stated that he had received comments on his vote but none were negative. He also asked how Spanish speaking people would be able to understand the meetings, Senior Planner McNamara and Secretary Lopez explained that anyone needing an interpreter could request one and the City would provide and interpreter for them.
Commissioner Drescher was happy to see the article in the newspaper on the Fresh and Easy coming to Wasco.
Commissioner Santillan thanked the staff for their hard work.

Commissioner German made a motion to adjourn the meeting. Seconded by Commissioner Drescher. All in favor. Motion carried. Meeting adjourned at 8:22 p.m.
