5. AWARDS AND PRESENTATIONS
Deputy City Clerk Stacie Lopez swore in new Planning Commissioner Don Elholm.
6. HEARING FROM PUBLIC ON ITEMS NOT ON AGENDA – this portion of the meeting is reserved for persons desiring to address the commission on any matter not on this agenda and over which the commission has jurisdiction. Speakers are limited to two (2) minutes. No comments from audience.

8. CONSENT CALENDAR
a) Approval of Minutes February 11, 2008
b) Approve the Reading of all Resolutions by Title only
Commissioner German made a motion to approve the minutes from the February 11, 2008 meeting and o read all resolutions by title only. Seconded by Commissioner Drescher. All in favor. Motion carried.
9. PUBLIC HEARINGS – POLICY ITEMS
a) Conditional Use Permit 08-01. A Conditional Use Permit Pursuant to Table 17-1 of the City of Wasco Zoning Ordinance to allow the incidental off site sales of alcohol in a 13,900 square foot grocery store located at the northwest corner of State Highway 46 and Griffith Avenue (APN 487-040-05 and 487-040-10) and accompanying Notice of Exemption. Applicant: Fresh and Easy
Chairperson Santillan opened the public hearing at 7:05 pm.
Senior Planner gave staff report on Conditional Use Permit 08-01.
Question by Commissioners on target start date for project.
John Baker – DSJB III LLC - 3636 Birch Street, Newport Beach – Gave target date of June 1st. Mr. Baker also asked a question as to the exclusion of proposed store on the property being included with the Fresh and Easy Conditional Use Permit. Senior Planner McNamara explained that the application submitted was only for the Fresh and Easy and also there are different findings for businesses and they would need to provide the type of business in the application.
After a brief discussion by Commissioners Chairperson Santillan closed the public hearing at 7:18 pm.
Commissioner Drescher made a motion for conditional approval of Conditional Use Permit 08-01. Seconded by Commissioner Forrest. Motion carried with the following vote:
AYES: Commissioners: Drescher, Elholm, Forrest, German, Hutson, Santillan
NOES: None
ABSENT: Commissioner: Arredondo
Secretary Lopez read the resolution by title – Resolution 08-12 – A Resolution of the Planning Commission of the City of Wasco approving Conditional Use Permit 08-01 for the incidental off site sales of alcoholic beverages in a 13,969 square foot retail store identified as Fresh and Easy, located at the Northwest corner of State Highway 46 and Griffith Avenue as shown on attachment A and accepting the proposed Notice of Exemption as the appropriate environmental document.

11. PLANNING DIRECTOR’S REPORTS
Senior Planner McNamara reported on meeting with Caltrans Wednesday at 10:00 am with developers, City Staff and Caltrans to discuss various issues along Highway 46. KFC/A&W grading and improvement plans have been submitted to Helt Engineering for second check. Traffic Study for proposed Circle K was submitted today February 25, 2008. Staff anticipates receiving an application for 91 acre project on Highway 46 west of Palm to Magnolia.
12. COMMISSIONERS COMMENTS
Commissioner German welcomed new Commissioner Elholm. Commissioner Forrest questioned attendance of Commisisoners. Senior Planner McNamara said he would ask Secretary Lopez to look into the attendance of Commissioners.
13. ADJOURNMENT
Commissioner German made a motion to adjourn the meeting. Seconded by Commissioner Drescher. All in favor. Motion carried. Meeting adjourned at 7:37 pm.
