PLANNING COMMISSION MEETING
January 14, 2008– 7:00 P.M.

5.      AWARDS AND PRESENTATIONS
Deputy City Clerk Lopez swore in all Commissioners for 2008 at 7:03pm.

6.      HEARING FROM PUBLIC ON ITEMS NOT ON AGENDA – this portion of the meeting is reserved for persons desiring to address the commission on any matter not on this agenda and over which the commission has jurisdiction.  Speakers are limited to two (2) minutes.  

7.      AGENDA ADDITIONS/DELETIONS - NONE

8.      CONSENT CALENDAR
a)      Approval of Minutes December 10, 2007
b)      Approval of Minutes Special Meeting December 19, 2007
c)      Approve the Reading of all Resolutions by Title only

Commissioner Arredondo made a motion to approve the minutes from the December 10, 2007 and the Special Meeting of December 19, 2007 and to read all resolutions by title only.  Seconded by Commissioner Hutson.  All in favor.  Motion carried.

9.      PUBLIC HEARINGS – POLICY ITEMS
a)      Precise Development 07-06 And Rezone 08-01. Re-Zone from C-R to PD-CR 08-01, (Planned Development-Commercial Retail 08-01), Precise Development Plan for a 2,800 square foot Jack in the Box Restaurant, and adoption of Mitigated Negative Declaration.  The project site is located approximately 450 feet east of the northeast corner of the intersection of State Highway 46 and N. Palm Avenue, (APN# 487-040-36).  Applicant:  Alianza Development.

Chairperson Santillan opened the public hearing at 7:06 p.m.

Senior Planner McNamara gave staff report on Rezone 08-01 which would rezone from C-R to PD-CR and Precise Development Plan 07-08 for a 2800 square foot Jack in the Box Restaurant.  Staff recommended approval of both projects.

Questions were raised regarding temporary drive approach and utilities, consistency with the architecture of proposed surrounding buildings, signage and clarification of no dedicated truck parking.

David Allen of Alianza Development explained that the drive approach would be removed per CalTrans requirements once the surrounding properties were brought in, he also answered questions on the utilities.  He also explained the type of signs to be used would be wall signs on the actual building and explained that there would be adequate room for trucks to come in and unload and that there would be other areas around the property for trucks to park.

Chairperson Santillan closed the public hearing at 7:34 p.m.

Commissioner German made a motion to approve Rezone 08-01.  Seconded by Commissioner Drescher.  Motion carried with the following vote:

AYES:           Commissioners:  Arredondo, Drescher, Forrest, German, Hutson, Santillan
NOES:           None
ABSENT: Commissioner Mitchell

Secretary Lopez read the resolution by title – Resolution 08-01 – A Resolution of the City of Wasco Planning Commission recommending the City Council approve Zone Change 08-01 by amending the City of Wasco Zoning Map Zone Designation from C-R to PD-CR 08-01 (Precise Development – Commercial Retail 08-01) for Assessor’s Parcel Number 487-040-36 as shown in Exhibit A.

Commissioner German made a motion to approve Precise Development Plan 07-06.  Seconded by Commissioner Drescher.  Motion carried with the following vote:

AYES:           Commissioners:  Arredondo, Drescher, Forrest, German, Hutson, Santillan
NOES:           None
ABSENT: Commissioner Mitchell

Secretary Lopez read the resolution by title – Resolution 08-02 – A Resolution of the Planning Commission of the City of Wasco conditionally approving Precise Development Plan 07-06 as illustrated in various exhibits and as modified through conditions of approval for a Jack in the Box Restaurant located approximately 450 feet east of the northeast corner of the intersection of State Route 46 and N. Palm Avenue, Assessor’s Parcel Numbers 487-040-36 and adoption of Mitigated Negative Declaration.

11.     PLANNING DIRECTOR’S REPORTS
Senior Planner McNamara reported that the EIR had been distributed and that the Public Hearing is scheduled for February 11, 2008.

12.     COMMISSIONERS COMMENTS
Commissioner German welcomed Commissioner Hutson to the Planning Commission.  Commissioner Hutson stated he is looking forward to working with the other members and hoping to see some new ideas for Wasco.
Chairperson Santillan thanked staff for their work on the projects.     

13.     ADJOURNMENT
Commissioner Drescher made a motion to adjourn.  Seconded by Commissioner Arredondo.  All in favor.  Motion carried.  Meeting adjourned at 7:40 p.m.
