PLANNING COMMISSION MEETING
October 8, 2007– 7:00 P.M.
746 8th Street, Wasco, California

CALL TO ORDER by Vice Chairman Santillan at 7:04 p.m.
FLAG SALUTE and INVOCATION led by Vice Chairman Santillan.

        Absent:  Commissioners Arredondo; Brown; Mitchell

        Staff:  Planning Director Raper; Senior Planner McNamara; Secretary Lopez

6.      HEARING FROM PUBLIC ON ITEMS NOT ON AGENDA – this portion of the meeting is reserved for persons desiring to address the commission on any matter not on this agenda and over which the commission has jurisdiction.  Speakers are limited to two (2) minutes.

8.      CONSENT CALENDAR

a)      Approval of Minutes September 10, 2007
b)      Approve the Reading of all Resolutions by Title only

Commissioner Drescher moved to approve the Consent Calendar as submitted.  Seconded by Commissioner German.  All in favor, motion carried.

9.      NOMINATIONS OF CHAIRPERSON AND VICE CHAIRPERSON

a)      Nomination of Chairperson

Commissioner German made a motion to nominate Vice Chairperson Santillan for Chairperson.  Seconded by Commissioner Forrest.  Vice Chairperson accepted nomination.  All in favor.  Vice Chairperson Santillan will now be Chairperson Santillan.

b)      Nomination of Vice Chairperson

Commissioner German made a motion to nominate Commissioner Drescher as Vice Chairperson.  Seconded by Commissioner Forrest.  Commissioner Drescher accepted nomination.  All in favor.  Commissioner Drescher is now Vice Chairperson.

10.     PUBLIC HEARINGS – POLICY ITEMS
        a)  Continued Public Hearing Date from October 8, 2007 to December 10, 2007 for
              Planning Commission Hearing and continued Public Hearing Date from October 16,
              2007 to December 18, 2007 City Council Hearing for the Rose City Industrial Park   
      Project Draft Environmental Impact Report (SCH#2006061124) and Public Hearing
     for Entitlements including General Plan Amendment by designating the area as
     Heavy Industrial and amending certain policies within the General Plan as well as
     amending the Circulation Element of the General Plan; Prezone (to redesignate) the
     area as Heavy Industrial – Planned Development, amendment to the City’s Sphere of
              Influence, Annexation of the project site, non-summary vacation of Wasco Road for   
              Rail Spur, and approval of a Precise Development Plan for an Ethanol Plant proposed  
              by Rose City Renewables LLC

              Director Raper gave staff report and asked that Commission open the public hearing
              and continue item A until December 10, 2007.
                
              Chairperson Santillan opened the public hearing at 9:08 p.m.

              Miguel Raya – 751 H Street Apartment 27A resides in the labor camp asked on the    
              effect of the project on the residents of the labor camp.

               Danella Simunovic Representative for the Center for Race and Poverty 1032  
               Jefferson Street, Delano, CA spoke regarding the concerns of the residents of the
               labor camp and concerns regarding the project in general.

              Director Raper stated that any questions or comments would need to be made at the
              public hearing for the dealing with the EIR.
        
              Commissioner German made a motion to continue the public hearing.  Seconded by
              Commissioner Drescher.  All in favor.  Motion carried.

              Chairperson Santillan continued the public hearing at 7:14 p.m.

b)      Continued Public Hearing Date from October 8, 2007 to November 12, 2007 for Planning Commission Hearing for General Plan Amendment 07-04 and Resolution - Review truck routes and possible amend or expand truck routes as may be necessary and may include but not limited to the following streets: Western to the west; McCombs to the north; Root Ave to the east between Hwy 46 and Kimberlina Ave. and Kimberlina Ave. to the south.  Applicant:  City of Wasco.

Chairperson Santillan opened the public hearing at 7:14 p.m.
Senior Planner McNamara gave the staff report and asked that this item be continued until the November 12, 2007 Planning Commission meeting.

Commissioner German made a motion to continue the public hearing.  Seconded by Commissioner Drescher.  All in favor.  Motion carried.

Chairperson Santillan continued the public hearing at 7:17 p.m.
 
11.     INFORMATION ITEMS
a)      Approved City Council Minutes for review

12.     PLANNING DIRECTOR’S REPORTS
        
     Director Raper reported on the hiring of Zoraida Cruz as the new Assistant Planner,   
      he also reported that a new Planning Director would be hired immediately and that he
                  would stay on as Interim Planning Director possibly into next year.  Director Raper   
      also reported that the Department is working on a 5 acre commercial project and a 96      
      acre commercial project.
        
13.     COMMISSIONERS COMMENTS

             Chairperson Santillan thanked Danny Brown for his work on the Planning
     Commission.  

Commissioner Forrest asked about the attendance requirements for Planning     Commissioners and also asked about the status of some projects.  Secretary Lopez gave a brief report on projects in plan check with the building department.  Director Raper stated he would look into the requirements of the Planning Commissioners in regards to attendance policy.

14.     ADJOURNMENT

Commissioner German made a motion to adjourn the meeting.  Seconded by     
Commissioner Drescher.  All in favor.  Motion carried.  Meeting adjourned at 7:28
p.m.
