5. AWARDS AND PRESENTATIONS
Senior Planner McNamara introduced Jake Raper as the new Interim Planning Director.

8. CONSENT CALENDAR
a) Approval of Minutes May 14, 2007
b) Approve the Reading of all Resolutions by Title only
Commissioner Drescher moved to approve the Consent Calendar as submitted. Seconded by Commissioner German. All in favor, motion carried.
9. PUBLIC HEARINGS – POLICY ITEMS
a) Tentative Tract 7096 and Resolution- A proposed subdivision of approximately thirteen (13.02) acres into twenty five (25) lots with each lot being approximately fifteen thousand (15,000) square feet in size. It is anticipated that these houses be custom houses ranging in size from two thousand (2,000) feet to four thousand (4,000) feet. Location: The Southwest corner of the intersection of McCombs Road and Annin Avenue, Section 1, Township 27 South Range 24 East. Applicant: Glen Marston.
Chairperson Brown opened the public hearing at 7:06 PM.
Senior Planner McNamara reported on the applicant’s proposal of a twenty four (24) lot single family lot gated private community. The proposed project is north by McCombs Road, East of Annin Avenue, and West by the Griffith Avenue alignment. The project site is approximately 12.5 acres of land. The proposed lot sizes are 16,000 square feet in size. Staff recommends approval.
Brief discussion was held among commissioners regarding county airport, sump location, and widening of McCombs.
Randy Gafner, 1726 Maple, stated that the sump will be located west of the 12 acre tract.
Chairperson Brown closed the public hearing at 7:18 PM
Commissioner German moved to approve Tentative Tract 7096. Seconded by Commissioner Drescher. Motion carried with the following vote:
AYES: Commissioners: Brown, Drescher, German, Santillan

Secretary Jones read the title of the Resolution 07-21- Tentative Tract 7096.
Resolution 07-21- A Resolution of the Planning Commission of the City of Wasco in the application of Wasco Investments Inc for Tentative Tract 7096.
b) Conditional Use Permit 07-02 and Resolution- A proposal to open a seafood restaurant and bar in a vacant commercial structure. The applicant is also proposing to allow for dancing and live entertainment. Location: 1204 E Street, Wasco, CA; APN:030-412-11, Applicant: Ramon Olivas
Chairperson Brown opened the public hearing at 7:19 PM.
Senior Planner McNamara reported on the applicant’s request for a Conditional Use Permit to convert a vacant building into a seafood restaurant/nightclub that will have on-site sales of alcohol. The project area is in an area of predominately residential uses. Staff recommends approval with the conditions set.
Gerardo Rios, resident of 1049 E, expressed to the commission his concerns of noise and crime.
Manuel Torres, resident of 1555 Shamrock, interpreted for Concepcion Rios.
Concepcion Rios, resident of 1122 E Street, spoke in opposition of applicant’s request stating her concerns of speed, noise, and trash which has been a problem with the restaurant in the past.
Nicholas Anaya, resident of 1120 E Street, opposed applicants request because of the noise, disorderly conduct, and security issues.
Jesus Rios, resident of 1741 Snapdragon, translated for applicant Ramon Olivas.
Ramon Olivas, 1204 E Street, stated that as the applicant he will make sure noise will not be a problem and that the surrounding areas remain clean.
Discussion was held among commissioners regarding security, lighting, and surrounding residents.
Chairperson Brown closed the public hearing at 8:14 PM.
Commissioner Santillan moved to approve Conditional Use Permit 07-02 with the added conditions noted below. Seconded by Commissioner Drescher. Motion carried with the following vote:
AYES: Commissioners: Brown, Drescher, German, Santillan
NOES: None
ABSENT: Commissioners: Arredondo, Forrest, Mitchell
Added Conditions include:
16) One security guard, provided through a bonded company, shall be required from 9 PM until closing.
17) Doors and windows to be remained closed during business hours.
18) Bar and Restaurant to be opened and closed at the same time.
Secretary Jones read the title of the Resolution 07-22- Conditional Use Permit 07-02
Resolution 07-22- A Resolution of the Planning Commission of the City of Wasco in the matter of the application of Ramon Olivas for Conditional Use Permit 07-02 located at 1204 E Street.
c) General Plan Amendment 07-03/Zone Change 07-01 and Resolution- A Change in the General Plan Designation and Zoning Classification of certain real parcels in the City of Wasco. The parcels currently have the General Plan designation of Central Business District and the proposed new designation would be Service Commercial. The parcels are currently zoned C-D (Central Business District) and the proposed zoning would be C-S (Service Commercial). Location: Directly west of Highway 43/F Street, bounded on the north by Highway 46 and the south by 4th Street. Applicant: David Wedel and John Ortiz
Chairperson Brown opened the public hearing at 8:31 PM.
Senior Planner McNamara reported on the applicants request for an amendment to the City of Wasco’s General Plan Land Use map and the Official Zoning Map. The parcels that are affected by this project are designated as Central Business District and zoned C-D (Central Business District). The applicant’s proposal is to redesignate the parcels as Service Commercial on the City of Wasco’s General Plan Land Use map and re-zone them to C-S (Service Commercial). Staff recommends approval.
Manuel Torres, 1555 Shamrock, stated that this request is needed to keep business open and that over the past two years business has doubled.
Jesus Rios, 1741 Snapdragon, expressed to commission that since business has been established they have made improvements to the property, taken classes to improve, and how this request is essential for the business.
David Wedel, the applicant 2620 Silvertree Lane, stated to the commission that the tenants were responsible for all the improvements made to the property and how Wasco could benefit from with this company.
Commissioner Brown closed the public hearing at 8:45 PM.
Commissioner Drescher moved to recommend approval General Plan Amendment 07-03/Zone Change 07-01. Seconded by Commissioner German. Motion carried with the following vote:
AYES: Commissioners: Brown, Drescher, German, Santillan
NOES: None
ABSENT: Commissioners: Arredondo, Forrest, Mitchell
Secretary Jones read the title of the Resolution 07-23- General Plan Amendment 07-03/Zone Change 07-01.
Resolution 07-23- A Resolution of the Planning Commission of the City of Wasco in the matter of the application of John Ortiz and Dave Wedel for General Plan Amendment 07-03/Zone Change 07-01.
d) Tentative Tract 6533 Extension and Resolution- A request for an extension of two (2) years for Tentative Tract 6533. Location: One quarter (1/4) mile north of Highway 46 and southeast of the intersection of Poplar and Margalo Avenues;
APN: 487-040-08, Applicant: Billon Enterprises (Continued to August 13, 2007 meeting, due to lack of a quorum)

11. PLANNING DIRECTOR’S REPORTS
Jake Raper, Planning Director, commented on the EIR, General Plan Amendment, annexation, and Precise Development Plan which will be presented at October’s Planning Commission meeting.
12. COMMISSIONERS COMMENTS
Commissioner Santillan questioned why Caltrans is putting a hold on new projects coming in on Highway 46. Staff discussed the need for a Hwy 46 Corridor study.
13. ADJOURNMENT
Commissioner Santillan moved to adjourn the meeting. Seconded by Commissioner German. All in favor, motion carried. Meeting adjourned at 9:00 PM.
