WASCO PLANNING COMMISSION
MEETING MINUTES
DECEMBER 11, 2006 – 7:00 P.M.


1.      Planning Chairperson Campbell opened the meeting at 7:06 p.m.

        Commissioner Arredondo arrived at 7:14 p.m..

Also present Planning Director Keith Woodcock, Secretary Stacie Lopez, Secretary Kathy Krause, Senior Planner Dennis McNamara, Associate Planner Patricia Manry, Assistant Planner Anthony Jaquez.

5.      AWARDS AND PRESENTATIONS - None

6.      HEARING FROM PUBLIC ON ITEMS NOT ON AGENDA – None.

7.      AGENDA ADDITIONS/DELETIONS

Planning Director Woodcock requested the Commissioners hear item 11 (b) (discussion item only), until   the Commissioners had a quorum for the Public Hearings.

Commissioner Drescher made the motion to hear item 11 (b). Commissioner Santillan second motion carried.

Planning Director Woodcock gave a brief powerpoint presentation of the proposal by Heller Development to be allowed to construct duplexes on some lots in Phases 2 & 3 of Tract 6589.  Director Woodcock explained that staff has been working with Heller Development on parking issues and also the possible loss of trees on some of these lots.  

Terry Smith of Heller Development addressed the Commission and explained their need in building the duplexes so that two families can purchase one lot, these lots would keep one Assessor’s Parcel Number but would reflect two owners.

Questions were raised on parking issues, loss of some required trees and congestion the duplexes would have on the two phases.  Greg Black of Dewalt Corporation answered questions regarding square footage of duplexes in comparison to lot size.  Commissioners asked if there were any developments in any other cities that a project like this one could be compared too.  Terry Smith did not know of any.  After much discussion the project was recommended to the City Council to get their input.  Item was then closed.    

8.      CONSENT CALENDAR

a)      Approval of Minutes July 10, 2006 meeting
b)      Approval of Minutes November 13, 2006 meeting
c)      Approve the Reading of all Resolutions by Title only

Motion by Santillan to approve, 2nd by Arredondo.  All in favor motion carried.

10.     PUBLIC HEARINGS – POLICY ITEMS

a)      Parcel Map Waiver 11667 and Resolution:
Project: A Parcel Map Waiver to divide one 19.5 acre parcel into two (2)  smaller parcels.  The two (2) new parcels will be 6.96 acres (Parcel A) and 12.57 acres (Parcel B).
Location: Southwest corner of the intersection of McCombs Road and Annin Avenue.  More specifically described as the northeast quarter of fractional Section 1, Township 27 South, Range 24 East APN# 487-010-31
Applicant: Alan and Julie Townsend
CEQA Determination:  A notice of Exemption has been prepared pursuant to Section 15315 (Minor Land Divisions).
Chairperson Campbell opened the public hearing, Senior Planner McNamara read the necessary findings and reported that they were met and in compliance with the general plan.  

Alan Townsend 14833 Annin Avenue addressed the Commission on his reason for the parcel division.  There were no other comments from the audience.  Campbell closed the public hearing at 7:52p.m.

Parcel Map Waiver 11667 – Resolution 06-38

Santillan made a motion to approve, 2nd by Drescher.  Motion carried with the following vote:
AYES:    Arredondo, Campbell, Drescher, Santillan
NOES:       None
ABTAIN: None
ABSENT: Brown, Mitchell, Voth

Director Woodcock read the resolution title.

RESOLUTION 06-38 – A Resolution of the Planning Commission of the City of Wasco, regarding the Application of Alan and Julie Townsend for Parcel Map Waiver 11667.

b)      Zone Variance 06-05 and Resolution:
Project: A zone variance to allow an encroachment of two (2) feet of the required side yard setback and an encroachment of five (5) feet into the required rear yard setback.
Location: 1049 “E” Street APN# 030-391-05
Applicant: Gerardo Rios
CEQA Determination:  Categorically exempt pursuant to Section 15305(a)
Chairperson Campbell opened the public hearing, Senior Planner McNamara read the necessary findings and reported that they were met and in compliance with the general plan.  
There were no comments from the audience.  Campbell closed the public hearing at 8:00p.m.

Zone Variance 06-05 – Resolution 06-39

Drescher made a motion to approve, 2nd by Arredondo.  Motion carried with the following vote:
AYES:       Arredondo, Campbell, Drescher, Santillan
NOES:     None
ABSTAIN: None
ABSENT:  Brown, Mitchell, Voth  

RESOLUTION 06-39 – A Resolution of the Planning Commission of the City of Wasco, regarding the Application of Gerardo Rios for Zone Variance 06-05.

11.     INFORMATION ITEMS

a)      Approved City Council Minutes for review
b)      Proposal by Heller Development to allow duplex units to be located within Tract 6589 (for discussion only – no formal action)


12.     PLANNING DIRECTOR’S REPORTS

a)      Request that the Planning Commission hold a Special Meeting on December 18, 2006 at 7:00 PM
A question was raised regarding handling the issue slated for December 18 during this meeting.  Director Woodcock explained that due to the date the Public Notice was sent out the issue had to wait the required ten days.

Director Woodcock informed the Commissioners of a 2 Day Workshop by the UC Extension for Role of Planning Commissioner, he is looking at the possibility of having Commissioners attend this workshop.

Director Woodcock introduced Patricia Manry new Associate Planner to the commissioners.

14.        ADJOURNMENT – 8:10 p.m.  Santillan made a motion to adjourn, 2nd by Campbell.  All in favor motion carried.
