AUGUST 14, 2006 – 7:00 P.M.

1. CALL TO ORDER-Chairperson Campbell called the meeting to order at 7:00 p.m.
2. FLAG SALUTE-Chairperson Campbell led the Flag salute
3. INVOCATION-Chairperson Campbell gave the invocation.
4. SWEARING IN OF NEW COMMISSIONER- Commissioner Jill Drescher was introduced and welcomed by Sr. Planner McNamara

9. CONSENT CALENDAR
a) Approval of Minutes July 10, 2006 meeting
b) Approve the Reading of all Resolutions by Title only
Minutes were not available at the meeting.
Motion by Brown/Voth to approve item 9/b. All in favor, motion carried.
10. MINUTE MOTION ITEMS
a) REPORT AND POSSIBLE MINUTE MOTION RE: Request waiving of improvement requirements (Sounds of Pentecost) Pentecostal Church; Location: Filburn and Palm Ave.
Sr. Planner McNamara reported this item would be pulled, applicant could not be present this evening.
11. PUBLIC HEARINGS – POLICY ITEMS
a) Zone Variance 06-03 and Resolution – A zone variance to allow for the creation of two substandard lots. Location: 1054 8th Place; Applicant Nelms Surveying for Felix Oropeza
Sr. Planner McNamara reported that Mr. Nelms requested a continuance so that he could meet with staff at a future date. Comm. Voth made a motion to continue item 11)a, 2nd by Comm. Santillan. All in favor motion carried.
b) Precise Development 06-01 and Mitigated Negative Declaration /Conditional Use Permit 06-03 and Resolution # 06-29 – Proposed project a welding and manufacturing shop in the industrial park. Location: Approximately one eighth (1/8) of a mile north of the northeast corner of the intersection of Hwy. 46 and North F St. Applicant: Ron Morris
Chairperson Campbell opened the public hearing.
Sr. Planner McNamara gave a staff report of location and proposal.
Ron Morris 1802 Sunset, Wasco requested additional time to look over the proposal. Chairman Campbell granted a 5 minute recess from the public hearing for the applicants to look over the document. Mr. Morris and his associates left the council chambers to confer.
There were no other comments from the audience.
Chairperson Campbell reopened the public hearing. Mr. Morris reported that the proposal looked good and that they wanted to proceed.
Chairperson Campbell closed the public hearing @ 7:15 p.m.
Commissioner Brown made a motion to approve Resolution, 2nd by Comm. Santillan. All in favor motion carried with a 6-0-1 vote. Comm. Mitchell absent.
12. INFORMATION ITEMS
a) Approved City Council Minutes for review- City Council minutes were not available for review.
13. PLANNING DIRECTOR’S REPORTS- Planning Director Woodcock gave a report on development standards and the need for guidelines to be established for “big box” retail on hwy 46.
14. COMMISSIONERS COMMENTS-
Commissioner Brown-suggested some traffic and parking standards/guidelines for future commercial development.
Commissioner Voth inquired as to the façade design of the Admin Building and the Transit Transfer Station.
15. ADJOURNMENT- Commissioner Santillan moved to adjourn at 7:22 p.m., 2nd by Commissioner Brown. All in favor motion carried with a 6-0-1 vote. Commissioner Mitchell absent.
