WASCO PLANNING COMMISSION MEETING
OCTOBER 10, 2005 – 7:00 P.M.

1.      Chairperson Brown called the regular meeting of October 10, 2005 to order at 7:00 p.m.

2&3.    Chairperson Brown led the flag salute and invocation.

4.      Present: Chairperson Brown, Commissioners Arrendondo, Campbell, Mitchell, Santillan, Steward, Voth.

Also present:  Planning Director Woodcock, Senior Planner McNamara, and Secretary Rodriguez.

5.      AWARDS AND PRESENTATIONS

Presentation by Knitter and Associates and Southwest Consulting regarding Wasco Village, a proposed 80-acre Planned Unit Development to be located at 7th Street and Magnolia Avenue, Wasco, CA

Mr. Mike Keele representing Knitter and Associates gave a brief PowerPoint presentation stating this would be a multi phase project at Hwy. 46 and Magnolia. The project will be a mixed use design incorporating commercial and residential uses.  Mr. Keele distributed elevations of his proposed project. There was some discussion on the project.

8.      CONSENT CALENDAR

a)      Approval of Minutes September 12 & 26, 2005 – meeting not ready for approval.
b)      Approve the Reading of all Resolutions by Title only

Commissioner Campbell moved to approve the consent calendar as presented.  Seconded by Commissioner Steward.  Motion carried.

9.      MINUTE MOTION

a)      DISCUSSION AND MINUTE MOTION – Approval of Resolution #05-27 regarding Tentative Tract 6589, as Revised.

Planning Director Woodcock reported that the Planning Commission approved Tentative Tract 6589 at a regular meeting held on September 12, 2005.  The map was required to be modified regarding pedestrian access to Filburn Avenue and to provide access to the property located at the northeast corner of Central Avenue and Filburn Ave.,  The changes have been made to the Tentative Tract Map.  The sub-divider has redesigned the map so that the majority of the lots are now 60 ft. in width.  Although the map has been revised, the changes are to in response to the Planning Commission’s direction to bring the project into closer compliance with the design policies of the General Plan and Zoning Ordinance.  The lots meet the proposed lot width standards that are under consideration by the City.  Although some lots are less than 60 feet in width, they are within the proposed 2:1 ration.  Staff recommends that the Planning Commission approve the Resolution for Revised Tentative Tract 6589.

Commissioner Santillan moved to approve the revised Tentative Tract 6589.  Seconded by Commissioner Arredondo.  All in favor, motion carried.

RESOLUTION 05-27 – A Resolution of the Planning Commission of the City of Wasco in the matter of Tentative Tract 6589  

10.     PUBLIC HEARINGS

a)      Tentative Tract 6608, and Resolution – Tentative Map for an eight (8) lot subdivision on approximately 1.65 acres of land zoned R-2 (Medium Density Residential)  Approximately 330 ft. from the northwest intersection of Poso Drive and Palm Avenue, Wasco, CA; APN#488-060-06;  Applicant: Hector Delgado, 16038 Palm Ave., Wasco, CA 93280

Chairperson Brown opened the public hearing at 7:45 p.m.

Senior Planner McNamara reported on the proposed project at Tentative Tract 6608 is an 8 lot subdivision on approximately 1.65 acres of land.  Lot 3 of the Tentative Tract is an existing single family residence that will not be removed, but will be provided with a wall along the northern and western edges of the property to allow for separation from the proposed multi family units.  The project  proposed is in compliance with several policies and goals of the City of Wasco’s General Plan.  Staff recommends approval of the project with the conditions set.

There was discussion on the fencing and the entrance off of Jubilee.  

Hector Delgado the applicant was present and in agreement with the conditions.

Chairperson Brown closed the public hearing at 7:53 p.m.

Commissioner Arredondo moved to approve Tentative Tract 6608 and Resolution.  Seconded Commissioner Santillan.  Motion carried with the following vote:

Chairperson Brown read the title of Resolution 05-31

RESOLUTION 05-31 – A Resolution of the Planning Commission of the City of Wasco in the matter of the Application of Hector Delgado for Tentative Tract 6608.

b)      Tentative Tract 6609, and Resolution – For a five (5) lot subdivision on approximately ¾ of an acre of land zoned R-2 (Medium Density Residential); Northwest corner of 7th Place and D St., Wasco, Ca  APN #030-332-07 and 030-332-08;  Applicant: Hector Delgado, 16038 Palm Ave., Wasco, CA

Chairperson Brown opened the public hearing at 7:54 p.m.

Senior Planner McNamara reported on the applicant’s request for Tentative Tract 6609 a five (5) lot subdivision on approximately 0.75 acres of vacant land that is located at the northwest corner of 7th Place and D Street.  The five parcels that will be created as a result of this map will each be 6,250 sq. ft. in size and will retain the R-2 zoning classification.  The project as proposed is in compliance with the policies and goals of the City of Wasco’s General Plan.  Staff recommends approval of the project with the listed conditions.

Debbie Stokes representing San Joaquin Engineering was present.

Chairperson Brown closed the public hearing at 7:57 p.m.

Commissioner Campbell moved to approve Tentative Tract 6609 and Resolution.
Seconded by Commissioner Santillan.  Motion carried with the following vote:

RESOLUTION 05-32 – A Resolution of the Planning Commission of the City of Wasco in the matter of the application of Hector Delgado for Tentative Tract 6609.
c)      Annexation #38, Mitigated Negative Declaration, Prezoning and Resolution – An annexation and pre-zoning of approximately 66.27 acres of land to the City of Wasco.  Approximately ¼ mile north of Hwy. 46 and is bordered on the north by Gromer Ave., and the west by Magnolia Ave., Wasco, CA;  APN# 487-010-11;  Applicant: Plumb Holdings, LLC 6084 So. 900 # #202, Murray, UT 84121

Chairperson Brown opened the public hearing at 7:58 p.m.

Senior Planner McNamara reported on the applicant’s request for 77.27 acres to be annexed.  The site is to be designated as Low Density Residential. The property is located in the County of Kern and zoned A-1.  The parcel under review for annexation is #487-010-11 it is currently in the City’s Sphere of Influence and therefore has been addressed by the recently approved Municipal Service review.  Staff recommends that the Planning Commission forward Annexation #38, Pre-zoning and Mitigated Negative Declaration to the City Council with a recommendation of approval.

Scott Roylance, representing Eagle Meadows Homes was in agreement with the recommendations from staff.

Chairperson Brown closed the public hearing at 8:13 p.m.

Commissioner Santillan moved to approve Annexation #38, Prezoning, Mitigated Negative Declaration and the Resolution.  Seconded by Commissioner Mitchell.  Motion carried with the following vote:

Chairperson Brown read the title of Resolution 05-33.

RESOLUTION 05-33 – A Resolution of the Planning Commission of the City of Wasco adopting the Negative Declaration and proposing proceedings for pre-zoning, and annexation of Territory to the City of Wasco identified as Annexation 38.

The Commissioners were in agreement that the joint meetings with the City Council needed to be longer.  There were more items that could have been discussed.  There should also be more joint meetings.

There was discussion on portable carports going up around town.

14.     ADJOURNMENT – Commissioner Santillan moved to adjourn at 8:35 p.m.  Seconded by Commissioner Campbell.  The meeting adjourned.
