SPECIAL WASCO PLANNING COMMISSION MEETING
SEPTEMBER 26, 2005 – 7:00 P.M.
1. Chairperson Brown called the Special Planning Commission meeting to order at 7:00 p.m.
2&3. Flag Salute and Invocation were offered by Chairperson Brown.
4. Present: Chairperson Brown, Commissioners Campbell, Mitchell, Santillan, Steward, Voth. Absent Commissioner Arredondo.
Also present: Planning Director Woodcock, Senior Planner McNamara, Secretary Rodriguez.

8. CONSENT CALENDAR
a) Approve the Reading of all Resolutions by Title only
Commissioner Voth moved to approve the Consent Calendar as presented. Seconded by Commissioner Steward.
9. MINUTE MOTION ITEMS
a) PARCEL MAP WAIVER 05-01 and Resolution – Allow the creation of a 40-acre parcel at the south east corner of the intersection of Scofield Ave., and McCombs Ave., in accordance with Government Code Section 66426(d) and 66428(b); Applicant: Sperry Van Ness 5760 American Ave., Suite A, Modesto, CA 95356
Chairperson Brown opened the hearing at 7:10 p.m.
Planning Director Woodcock briefly reported on the applicant’s request to create a 40 acre parcel out of a larger 121.07 parcel. (487-050-49) This property is located at the southeast corner of Scofield Dr., and McCombs Rd., and was part of the old Valley Rose Estates Master Plan. The creation of this parcel is the first step required in the make up of the old Valley Rose Estates Master Plan. The applicant is required to purchase 40 acres per year as a condition of the sale. This Parcel Map Waiver is allowed per the City of Wasco’s Subdivision Map Act with the findings made. Staff recommends approval with the five required findings and recommends that the Planning Commission approve the attached resolution with the condition set.
Darrell Souza, representing the property owner Joe Wo was present at the meeting.

Commissioner Campbell moved to approve Parcel Map Waiver 05-01 and the Resolution. Seconded by Commissioner Mitchell. Motion carried with the following vote:
AYES: Commissioners Brown, Campbell, Mitchell, Santillan, Steward, Voth

ABSENT: Commissioner Arredondo

Chairperson Brown read the title of Resolution 05-29
RESOLUTION 05-29 – A Resolution of the Planning Commission of the City of Wasco in the Matter of Parcel Map Waiver 05-01 to create a 40 acre parcel. APN: 487-050-49
10. PUBLIC HEARINGS
a) ANNEXATION #37, Negative Declaration and Resolution – An annexation and pre-zoning of approximately 79.98 acres of land of agricultural land to the City of Wasco; the area is bordered on the north by McCombs Ave., the south by Gromer Ave., the east by Annin Ave., and the west by Griffith Ave., Wasco, CA; Applicant: Alan Townsend 14833 Annin Ave., Wasco, CA
Chairperson Brown opened the public hearing at 7:15 p.m.
Senior Planner McNamara gave a PowerPoint presentation reporting that the proposed annexation and prezoning of 79.98 acres of land consisting of 4 Parcels and are not under any Williamson Act contracts. Upon annexation the property will be residentially developed in accordance with the density requirements of the General Plan designation. Staff recommends that the Planning Commission approve Annexation 37, and Prezoning of 79.98 acres, Mitigated Negative Declaration and resolution with the conditions and findings set.
There was a brief discussion on the LAFCO process.
Alan Townsend the applicant was present at the meeting.
Chairperson Brown closed the public hearing at 7:23 p.m.
Commissioner Campbell moved to approve Annexation #37, Prezoning, Mitigated Negative Declaration and Resolution. Seconded by Commissioner Santillan. Motion carried with the following vote:
AYES: Commissioners Brown, Campbell, Mitchell, Santillan, Steward, Voth
NOES: None
ABSENT: Commissioner Arredondo
ABSTAIN: None
Chairperson Brown read title of Resolution 05-30.
RESOLUTION 05-30 – A Resolution of the Planning Commission of the City of Wasco Adopting the Negative Declaration and Proposing Proceedings for PreZoning and Annexation of Territory to the City of Wasco identified as Annexation 37.
11. INFORMATION ITEMS
Director Woodcock distributed Resolutions for Tentative Tracts 6589 and 6590 for the Commissioners review.

There was discussion on items (a) thru (f) some items will be back as public hearings and also be forwarded to the City Council with the Commissioners recommendations.
