WASCO PLANNING COMMISSION MINUTES
JUNE 13, 2005 – 7:00 P.M.
1. Chairperson Brown called the meeting to order at 7:10 p.m.
2&3. Flag and Invocation were offered by Chairperson Brown.
4. Present: Chairperson Brown, Commissioners Arredondo, Campbell, Santillan, Steward, Voth. Absent: Commissioner Mitchell
Also Present: Acting Planning Director Leonard, Senior Planner McNamara, Secretary Rodriguez.
5. AWARDS AND PRESENTATIONS
Senior Planner McNamara announced that this would be Planning Director’s Leonard last meeting, as the new Director Mr. Keith Woodcock would be starting July 5th.
Planning Director Leonard announced he would be finishing up some projects and recommended that the Commission work on the Zoning Ordinance chart making it easier to understand. He would be sending out a news article on development going on at other nearby towns.

Commissioner Voth moved to approve the Consent Calendar as presented. Seconded by Commissioner Arredondo. All in favor, motion carried.

10. PUBLIC HEARINGS – Policy Items
a) Conditional Use Permit 05-04, Resolution to allow a Large Family Day Care Home Permit for up to 12 children in an R-1-6 (Low Density Residential) zone. Applicant: Xochilt Lopez, 2432 9th Pl., Wasco, Ca 93280
Chairperson Brown reopened the continued hearing from May 9, 2005 at 7:15 p.m..
Senior Planner McNamara reported that a public hearing was opened on May 9, 2005 to hear the applicant’s request to operate a Large Family Day Care Center at 2432 9th Place. Upon the conclusion of the public hearing, the item was continued so staff could address outstanding items. Staff reviewed the site, the site plan and pictures provided by the applicant and determined that: 1) There is approximately 2,000 sq. ft. of play area in the backyard. This area does not include the pool area. 2) The applicant has provided a door to allow access from the play yard to the house so children will not have to go near the pool; 3) The applicant has constructed a 6 ft. high wrought iron fence around the pool area. Based on the information provided by the applicant staff
recommends approval of the Conditional Use Permit 05-04 with the conditions set.
There was a brief discussion on the outside gate and its closure. Hearing no other comments Chairperson Brown closed the public hearing at 7:19 p.m.
Commissioner Santillan moved to approve CUP 05-04 with the conditions set. Seconded by Commissioner Campbell. All in favor, motion carried.

Chairperson Brown read the title of Resolution 05-14.
RESOLUTION 05-15 A Resolution of the Planning Commission of the City of Wasco in the Matter of the Application of Xochitl Lopez for Conditional Use Permit 05-04 Located at 2432 9th Place.
b) Conditional Use Permit 05-05, Resolution to allow for an 81 unit housing project to be built on approximately 3 acres of residentially zoned land. Southwest corner of Hwy. 43/F Street and Poso Dr., Wasco, CA: APN: 030-450-07. Applicant: C.F.Y. Development, Inc., 1001 Sixth St., Suite 200, Sacramento, CA 95814
Chairperson Brown opened the public hearing at 7:21 p.m.
Senior Planner McNamara reported on the applicant’s request for a Conditional Use Permit to construct an eighty one (81) unit senior housing project on three (3) acres of a seven (7) acre parcel. The project site is fully served by City of Wasco water and sewer services and the applicant shall dedicate a certain portion of the site for the on site retention of storm water. The project will have one point of entry off Almond Court, however a second gate shall be required on the northern edge of the project to provide an additional access point for emergency vehicles.
Mr. John Ciceroni, representing C.F.Y. Development, Inc., submitted a request for changes to conditions 1, 2, 9, 12. Mr. Ciceroni stated that they are the builders and owners and will be the property managers also.
There was a brief discussion on exercise room, air conditioning locations, and fences, additionally, the commission discussed the architecture, open space and landscaping, Highway 43 ingress and egress, and maintaining the “residential” appearance if balconies and patios are eliminated.
After reviewing the request staff made these recommendations to the conditions:
Condition 1: The reduction of the open space requirement from 15% to 7.5% is permitted.
Condition 2: The applicant has requested a waiver from the required balcony and/or patio to which staff has concurred. To offset the loss of these areas each unit will have windows in the bedroom(s) and living room to allow for fresh air. Additionally, the project will have an exercise room/community building.
Condition 9: The Planning Commission’s final review of the site plan will not require a public hearing because the purpose of the public hearing is to approve or deny the Conditional Use Permit not the site plan.
Condition 12: A left hand turn lane is recommended, however not required, at the intersection of Almond Court and State Highway 43 to accommodate traffic entering this project. (CalTrans made the recommendation)
Hearing no other comments Chairperson Brown closed the public hearing at 7:47 P.M.
Commissioner Santillan moved to approve CUP 05-05 with the conditions set and the amended conditions 1,2,9 and 12. Seconded by Commissioner Voth. All in favor, motion carried.
