WASCO PLANNING COMMISSION
MINUTES OF REGULAR MEETING
JANUARY 10, 2005


1.  CALL TO ORDER-  Chairperson Steward opened the meeting at 7:00 p.m.

2.  FLAG SALUTE.

3.  INVOCATION.

4.  ROLL CALL- Present: Chairperson Steward, Brown, Mitchell, Santillan, Voth, Hunt and Arrendondo, Acting Secretary Gibson, Associate Planner McNamara and Temporary Planning Director Leonard.  Secretary Rodriguez was absent.

NOMINATION OF OFFICERS

a) Nomination of Chairperson- A motion was made by Hunt to nominate Brown for the position of Chairperson, 2nd by Mitchell.

Voth made a motion to nominate Steward as Chairperson, 2nd by Brown.  

Brown made the motion to close the nominations.   A secret “by lot” vote was taken to determine the Chairperson.  Brown was elected as new Chairperson by receiving 4 votes, Steward received 3 votes.

b) Nomination of Vice Chairperson- A motion was made by Voth to nominate Steward, 2nd by Mitchell.  Santillan made the motion to close the nominations. All in favor, motion carried.  Steward is now the Vice Chairperson.

5.  AWARDS AND PRESENTATIONS- NONE.

6.  HEARING FROM PUBLIC ON ITEMS NOT ON AGENDA- NONE.

7.  AGENDA ADDITIONS OR DELETIONS- NONE.

8.  CONSENT CALENDAR-

        a) Approval of minutes of December 13, 2004 meeting.
        b) Approve the reading of all resolutions by title only.

Motion to approve by Steward, 2nd by Arredondo.  All in favor, motion carried.



9.  MINUTE MOTION-

        a)  General Plan Referral 05-01-  Purchase and Sale Agreement/City of Wasco, Purchaser and Wasco Redevelopment Agency, Seller/Parcel 12 of Parcel Map 9865 approximately 1.24 acres in the Industrial Park-  (CNG Fueling Facility)-  After a short report by Leonard, a motion was made by Santillan to approve, 2nd by Hunt.  All in favor, motion carried.

        b)  Yearly Housing Survey-August 2004- McNamara explained that this report will be available for use in future grant applications.  It contains many types of demographic information one of which is how many children there are per household that are, or will eventually, be entering Wasco schools.

        c)  Adopting Resolution 04-17 denying CUP 04-02  A RESOLUTION OF DENIAL OF THE WASCO PLANNING COMMISSION OF THE CITY OF WASCO IN THE MATTER OF THE APPLICATION OF HARVINDER SINGH FOR CONDITIONAL USE PERMIT 04-02 LOCATED AT 1224 Hwy. 46, WASCO, CA., WITH FINDINGS-  After a report and recommendation to adopt the resolution by McNamara, a motion was made by Voth to reject the resolution as written, 2nd by Santillan and Steward,  Motion to approve by Mitchell, Brown and Hunt.  Arrendondo abstained.  Due to a tie vote, the motion did not carry and the resolution denying the application was approved.   

Leonard pointed out that Mr. Singh had the right to appeal.

10.  PUBLIC HEARINGS/ POLICY ITEMS- NONE.

     PUBLIC HEARING/NONE POLICY ITEMS- NONE.

11.  INFORMATION ITEMS-

        a) Approved City Council Minutes for review.

12.  COMMISSIONERS COMMENTS.

Santillan suggested that the 1000 ft. restriction on convenience stores be looked at.  Brown agreed.

13.  ADJOURNMENT- 8:15 p.m.  Motion by Hunt, 2nd by Steward.  All in favor, motion carried.
