WASCO PLANNING COMMISSION MEETING
NOVEMBER 8, 2004 – 7:00 P.M.
1) A regular Planning Commission meeting was held on November 8th at 7:00 p.m.
2&3) Flag salute and Invocation were offered by Chairperson Steward. The Chairperson requested a moment of silence in memory of David Salyards a long time plumber and friend to many in Wasco.
4) Present: Chairperson Steward, Commissioners Arredondo, Brown, Hunt, Santillan, Voth.
Absent: Commissioners Hunt and Mitchell.
Also present Acting Planning Director Leonard, Associate Planner McNamara and Secretary Rodriguez.
5) AWARDS AND PRESENTATIONS – None
6) HEARING FROM PUBLIC ON ITEMS NOT ON AGENDA
Marshell Stewart, 7704 No. Laurel Glen, Bakersfield requested assistance from the Planning Commission for the residences located at 1981 and 1985 Gaston these properties were owned by her parents, Mr. And Mrs. Willie Stewart, and she had been assigned Power of Attorney for them. They were requesting that the properties be grand-fathered into the new Zoning Ordinance. They would like to rehab both homes although one of the homes had not been lived in over a year and needed electrical repairs. They had met with staff and been advised that the property was designated R-1-6 and only one home could be rehabbed because the other home was not allowed in that zoning per the City of Wasco Zoning Ordinance.
Acting Planning Director Leonard responded that an appointment should be scheduled with him to review the matter. There are rules and regulations set on rehabbing residences.

Commissioner Brown moved to accept the Consent Calendar as presented. Seconded by Commissioner Santillan. Motion carried.

10) PUBLIC HEARINGS – Policy Items/Non Policy Items
a) CONTINUED – City of Wasco – Revision of the Wasco Zoning Ordinance 04-01, Categorically Exemption and Resolution
Amending Section 17.73.15 in regards to the use of chain link fencing in residential zones. To be brought back at a later date.
b) CONDITIONAL USE PERMIT 04-01 and Resolution to allow for the construction of a Recreational Vehicle/Boat Storage Yard – Approximately one half mile (1/2) mile north of the intersection of Hwy. 46, North F Street. Applicant: Terry Schuler, 11015 Road 256, Terra Bella, Ca 93270
Chairperson Steward opened the public hearing at 7:12 p.m.
Associate Planner McNamara briefly reported on the proposed project. The applicant was proposing to construct a 1.6 acre recreational vehicle and boat parking facility. The facility will be located directly behind and west of the applicant’s proposed mini storage facility. The applicant is proposing to add to storage units to the existing mini storage. The RV and boat parking area will eventually be located to the rear of the property. Staff recommends approval with the conditions set. Recommending removing condition #6 that did not pertain to the project.
There was some discussion on the proposed walls, lights, glare to residential areas, engineering and landscaping.
Hearing no other comments, chairperson Steward closed the public hearing at 7:15 p.m.
Commissioner Brown moved to approve Conditional Use Permit 04-01 and the Resolution, as amended. Seconded by Commissioner Voth. Motion carried with the following vote:
AYES: Commissioners Steward, Arrendondo, Brown, Santillan, Voth
NOES: None
ABSENT: Commissioners Hunt and Mitchell
Secretary Rodriguez read the title of Resolution 04-15.
