Wasco Planning Commission Meeting
August 16, 2004 – 7:00 P.M.
1. Chairperson Steward called the continued Planning Commission meeting to order.
2&3. Chairperson Steward offered flag salute and Invocation
4. Present: Chairperson Steward, Commissioners Hunt, Santillan, Voth
Absent: Commissioners Mitchell, Vice-Chair Brown
Also present: Acting Planning Director Leonard, Associate Planner McNamara.

6. HEARING FROM PUBLIC ON ITEMS NOT ON AGENDA – NONE

8. CONSENT CALENDAR -
a) Approval of Reading of all Resolutions by Title only
9. MINUTE MOTION
a) General Plan Referral 04-03 – City Annex Building expansion (764 E Street); Applicant City of Wasco
b) General Plan Referral 04-04- Kern County Sheriff’s Office, 748 F Street. Expansion and Communications tower; Applicant Kern County.
The Planning Commissioner’s ratified the decisions made by the Planning Commissioner’s at the regularly scheduled meeting of August 9, 2004.
c) Adoption of new street name list
Planning Director Leonard stated that the Planning Commissioners should feel free to add any new categories or names to the existing and proposed list. Commissioner Hunt mentioned that almond species’ would be a good category as well as rose species’.
10. PUBLIC HEARINGS – NON POLICY ITEMS
a) City of Wasco – Revision 04-01 to the City of Wasco Zoning Ordinance, Categorically Exemption and Resolution, in regards to the use of chain link fences in residential zones.
Chairperson Steward re-opened the public hearing at 7:10 p.m.
Planning Director Leonard stated that should the Zoning Ordinance be amended than the City should adopt a standard to insure uniformity and durability of the fences. The Commission discussed the role of Code Enforcement, grandfathering in existing chain link fences, stiffer penalties and ideas on how to educate the public. Chairperson Steward closed the Public Hearing at 7:35 pm.
The Planning Commission recommended that the penalty aspect of illegal fences be strengthened and that the Ordinance shall not be changed. The Commission also suggested that all existing fences be grandfathered and that the existing Ordinance is enforced through letters and public awareness through newspaper advertising.
This item was tabled until the meeting of September 20th so that Director Leonard could draft a motion which would keep the Ordinance as is.

13. ADJOURNMENT – Commissioner Voth moved to adjourn. Seconded by Commissioner Hunt. The meeting adjourned at 7:40 p.m.
