WASCO PLANNING COMMISSION MEETING
AUGUST 9, 2004 – 7:00 P.M.
In the absence of the Planning Chairperson Steward and Vice Chairperson Brown, The Acting Planning Director requested the Commissioners select a Chairperson. Commissioner Hunt moved to nominate Commissioner Voth as Acting Chairperson. Seconded by Commissioner Mitchell. All in favor, motion carried.
1. Acting Chair Voth opened the meeting at 7:08 P.M.
2&3. Flag salute and Invocation were offered by Acting Chair Voth.
4. Present: Commissioners Voth, Hunt, Mitchell and Santillan.
Absent : Commissioners Steward and Brown
Also present Acting Planning Director Leonard and Secretary Rodriguez. Excused: Associate Planner McNamara.

8. CONSENT CALENDAR
a) Approval of Minutes for May 10, 2004 meeting
b) Approve the Reading of all Resolutions by Title only
Commissioner Voth moved to approve the Consent Calendar as presented. Seconded by Commissioner Hunt. All in favor, motion carried.
9. MINUTE MOTION ITEMS
a) General Plan Referral 04-03 – City Annex Building expansion (764 E St.,) north of existing building; Applicant: City of Wasco
Planning Director Leonard reported on the proposed project for the city to extend the City Annex at 764 E St., just north of the existing building. This item is Categorically Exempt CEQA findings. This item has been budgeted. The Commission needs to make a finding of conformity with the General Plan. The findings will be forwarded to the City Manager.
Commissioner Santillan moved to forward the finding to the City Council and approve General Plan Referral 04-03. Seconded by Commissioner Mitchell. All in favor, motion carried.
b) General Plan Referral 04-04 – Kern county Sheriff Office, 748 F St., expansion and communications tower: Applicant: County of Kern, Communications Dept.
Planning Director Leonard reported on the Kern County Sheriff’s expansion and Kern County Communications Department proposed communication tower (50’) behind the existing building. This item is Categorically exempt under the provisions of CEQA. The Commission needs to find the project in conformance with the General Plan. The finding will be forwarded to the City Council.
Commissioner Santillan moved to approve General Plan Referral 04-04 and the findings. Seconded by Commissioner Hunt. All in favor, motion carried.

a) City of Wasco Revision to the Wasco Zoning Ordinance 04-01
Categorical Exemption and Resolution
Amending Section 17.73.15 of the Zoning Ordinance in regards to the use of chain link fencing in residential areas
Acting Chairperson Voth opened the public hearing at 7:36 P.M.
There was discussion on the chain link issue, possible design standards and having design ideas for this public no action was taken. This public hearing was continued to August 16, 2004 at 7:00 p.m.
Commissioner Santillan moved to continue the public hearing to August 16th at 7:00 p.m. When it is hoped that a full Commission will be present. Seconded by Commissioner Mitchell. All in favor, motion carried.

Update of the Street Names list was discussed. The commissioners will return the list at the next regular meeting with new name suggestions and categories of names for use by future subdividers.

Acting Planning Director Leonard reported on two Preliminary maps that had been submitted, and would be out soon for review after revisions.
13. ADJOURNMENT – Commissioner Voth moved to adjourn the meeting at 8:09 p.m. to be continued on August 16, 2004 at 7:00 p.m.
