Wasco Planning Commission Meeting
Continued Meeting from February 9, 2004 to
Thursday, February 12, 2004 – 7:00 P.M.
Planning Commission Chairperson Steward opened the continued meeting from February 9th on February 12th at 7:00 p.m.
Present: Chairperson Steward, Commissioners Brown, Mitchell and Voth. Absent: Commissioners Acebedo and Wankum.
Also present: Acting Planning Director Leonard, Associate Planner McNamara and Secretary Rodriguez.
8. CONSENT CALENDAR
a) Approval of Minutes for January 12, 2004 meeting
b) Approve the Reading of all Resolutions by Title only
Commissioner Brown moved to accept the Consent Calendar as listed. Seconded by Commissioner Voth. All in favor, motion carried.
9. MINUTE MOTION – (Other Items; not requiring a public hearing)
a) General Plan Referral No. 04-02, for the City owned property located at the northwest corner of G and 8th Street and Resolution of the Planning Commission recommending a Finding of Conformity with the General Plan and Zoning Ordinance for the property located at the Northwest corner of G and 8th Street in the City of Wasco APN 030-071-06 (nw. corner of G St., and 8th St.)
Associate Planner McNamara briefly reported on the General Plan Referral at the northwest corner of G and 8th Street. The City is proposing to sell the City owned property located at the northwest corner of G and 8th St. to the Wasco Redevelopment Agency. The land is currently vacant and is zoned C-B-D (Central Business District) and has the General Plan Designation of Central Business District Commercial.
The Commission is required to make the finding of conformity with the General Plan. A resolution is sent to the City Council with the finding of conformity.
Commissioner Voth moved to refer the General Plan Referral 04-02 to the City Council and to approve the resolution. Seconded by Commissioner Brown. Motion carried with the following vote:

10. PUBLIC HEARINGS – CONTINUED from Feb. 9, 2004
a) Vesting Tentative Tract 6282, Mitigated Negative Declaration and Resolution of the Wasco Planning Commission for Vesting Tentative Tract 6282, to allow 48 single family dwellings located approximate one half mile south of State Hwy.46, between Beckes and Central Avenues, to be constructed by Anacapa Development Co., 1416 Sixth Street, Santa Monica, CA
Chairperson Steward opened the continued public hearing at 7:12 P.M.
Commissioner Voth stepped down stating she had a conflict of interest. Mrs. Voth owns property within the 300 feet area of the project.
Associate Planner McNamara stated because of the Rule of Necessity, Commissioner Voth may return to the panel and vote because of the urgency and the lack of Commissioners at the Feb. 9th meeting and also the February 12th meeting. Commissioner Voth returned to her position.
Associate Planner stated that at the February 9th meeting, Art Lucas, Lars Anderson & Associate, Civil Engineers, 4630 W. Jacquelyn Ave., Fresno, CA, Project Development Coordinator representing Anacapa Development had stated they were in agreement with the conditions set. Also present at the February 9th meeting were: Rebecca and Allen Potts, Pavia Properties, 1416 6th St., Santa Monica, Ca; Steve Gair, Wingate Real Estate, 1601 Hwy. 46, Wasco, CA; Kitt Samuel, Rosewood Development 730 E St., Wasco, CA.
Brief discussion on condition #10 regarding future center median construction. Condition 10 was amended.
Another condition was added stating the Conditions of Approval should be posted at the job site or on the construction plans.
Chairperson Steward closed the public hearing at 7:20 p.m.
Commissioner Brown moved to approve Vesting Tentative Tract 6282, Mitigated Negative Declaration and Resolution as amended. Seconded by Commissioner Mitchell. Motion carried with the following vote:
