April 6, 2010

Mayor Espitia called the meeting to order at 5:00 p.m.
Mayor Espitia recessed the meeting for a 15 minute break for dinner.

General Overview of Fiscal Year 2010-2011 Budget Process
City Manager Zervis gave a brief overview of the agenda and the information to be provided.  

Discussion of Public Works Department Goals and Objectives
Public Works Director Allen gave a presentation of the Public Works Departments goals covering completion of the strategic plan, animal control and CNG Station expansion.
Deputy Public Works Director Wren gave a presentation on current projects.  
Other items discussed but not limited to were, Emergency Response exercise, Annin Soccer Park completion, facilities maintenance and the newly acquired property on the corner of 8th and E, Transit Division, Sanitation, Wastewater treatment and the SCADA system, Sanitation, green belts and parks.

Discussion of Community Development Department Goals and Objectives
Community Development Director Allinder gave a presentation of the Planning, Building and Code Enforcements goals.  Items discussed but not limited to, were the continuance of staff working on the processes; tracking and management of documents, cost recovery, General Plan update, Zoning Ordinance update, parking plan for downtown, and maintaining professional training for staff.
Director Allinder reported that the goals for the building department are to establish a tracking system, contract for an inspector and maintaining certifications for staff.
Director Allinder reported that the goals for Code Enforcement are to streamline the abatement process, creation of procedures manual, being proactive in enforcement, and community clean up days along with public education. Also mentioned were maintaining certifications and relations with the Kern County Sheriffs Department.


Discussion of Finance Department Goals and Objectives
City Manager Zervis gave a brief report of the creation of policy regarding future financial sustainability and best practices and a collections "write off" policy,    
Implementation of the new Water Meter software and provide timely and accurate water audits.  Preparation of financial summary's on a quarterly basis and the need to re-staff the department as funding becomes available.

Discussion of City Managers Goals and Objectives
City Manager Zervis spoke of his desire that every department have a strategic plan in place and the creation of a mission statement for the city.

Discussion of RDA Projects
City Manager Zervis gave a brief presentation of Wasco Redevelopment projects stating the continued support of the Economic Development Department, the support of downtown with façade improvements and attracting and retaining businesses.
Continuing to work with Urban Futures, and the effort to eliminate blight, pedestrian walkways, entrance signs to 7th Street, and entrance signs into the city were all projects mentioned and discussed.
