1) CALL TO ORDER: Mayor Pro Tempore Hively called the meeting to order at 10:35 a.m.

4) COMMUNICATIONS FROM THE AUDIENCE: none
5) Congressman Jim Costa Discussion of City Issues and Issues in Congress
Congressman Costa spoke of the challenges of the draught, housing market and employment in the valley. He asked staff how the stimulus package ARRA FUNDS has aided the City.
Staff reported of the three large projects funded.
Public Works Director presented a packet of the project update summery covering ARRA stimulus monies funded in the City.
There was discussion of other shelf ready projects that are waiting funding.
There was continued discussion regarding water, legislature and the valley.
City Manager Zervis spoke of the City's inability to receive grant funding through the Department of Justice for police and fire due to the fact that the city is under contract with the County for these services. Congressman Costa responded. City Manager emphasized that in an emergency situation; funding may not be allocated to the smaller jurisdictions, therefore that funding is crucial to communities like Wasco.
Mr. Zervis also spoke of the allocated funding and timeline for the widening of Highway 46. He asked for the Congressman's support of moving the project forward to widen the corridor for commerce, safety and accessibility within the City of Wasco.
There was discussion regarding the placement of a heavy maintenance facility for the High Speed Rail in the valley and Public Works Director Allen presented a proposal for a site/location in Wasco.

7) ADJOURNMENT: Member Cortez made a motion to adjourn, 2nd by Member Wegman. All in favor meeting adjourned at 11:35 p.m.
