a) Approval of Minutes from the regular meeting on January 5, 2010.
b) Approval of Bill Paying List, total amount of $424,490.13
c) Acceptance of Sheriff's Activity Report for the Month of December 2009.
d) Acceptance of Code Enforcement Report for the Month of December 2009.
e) Acceptance of Animal Control Report for the Month of December 2009.
f) Acceptance of Monthly Building Permit Report for December 2009.
g) Acceptance of Investment Policy and Compliance Report for the Month of December 2009.
h) Community Development Department Project Status Report for the Month of December 2009.
i) Acknowledge Receipt of Correspondence.
j) Approve the Reading of All Ordinances and Resolutions by Title Only and
Approve Publication of All Ordinances in Summary Form.
Without discussion, Member Wegman made a motion to approve calendar, 2nd by Member Hively. All in favor motion carried. 4-0-1 Member West absent.
8) Acceptance of Monthly Financial Report Related to Status of Quimby Fee Account.
City Manager Zervis gave the total of $141,460.02 the Quimby acct. No action taken.
9) Report and Possible Introduction of an Ordinance, RE: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WASCO AMENDING TITLE 17 OF THE CITY OF WASCO MUNICIPAL CODE TABLE 17-1 PERMITTED AND CONDITIONAL USES IN NONRESIDENTIAL ZONES AS REFLECTED IN EXHIBIT A. (Allinder)
Community Development Director Allinder gave report stating that the Planning Commission had heard the proposed amendment and is recommending approval.
Member Wegman made a motion to approve, 2nd by Member Cortez. Motion carried with the following vote:
AYES: Espitia, Cortez, Hively, Wegman

ABSTAIN: None
ABSENT: West
City Clerk Hight read the ordinance title
10) Report and Possible Approval, RE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING AN APPLICATION FOR SAFE DRINKING WATER STATE REVOLVING FUND SHORT-TERM PLANNING FUNDING FROM THE CALIFORNIA DEPARTMENT OF PUBLIC HEALTH AND NAMING AN AUTHORIZED REPRESENTATIVE TO SUBMIT AN APPLICATION TO THE STATE OF CALIFORNIA DEPARTMENT OF PUBLIC HEALTH. (Allen)
Public Works Director Allen gave report stating that the approval tonight means that there is a project ready for funding when funding is made available.
Member Cortez made a motion to approve, 2nd by Member Wegman. Motion carried with the following vote:

City Clerk Hight read the resolution title
11) Report and Possible Approval, RE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING APPLICATIONS TO THE MULTIPLE TRAFFIC SAFETY INITIATIVES FUNDED BY THE CALIFORNIA OFFICE OF TRAFFIC SAFETY'S GRANTS MADE EASY PROGRAM; THE EXECUTION OF A STANDARD AGREEMENT IF SELECTED FOR FUNDING AND ANY AMENDMENTS THERETO; AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE GRANTS MADE EASY PROGRAM. City Manager Zervis gave report stating that this authorization allows the city to apply for a grant to fund driver's license and seat belt check points within the city and recommended approval.
Member Cortez made a motion to approve, 2nd by Member Wegman. Motion carried with the following vote:
AYES: Espitia, Cortez, Hively, Wegman
NOES: None
ABSTAIN: None
ABSENT: West

12) REPORTS FROM CITY STAFF
City Clerk Hight reported that Julio Bernal and Reyna Alvarado have submitted letters of interest to the Clerks office asking to be reinstated as tenant commissioners.
Sgt. Craig gave report on recent activity in the city.

14) REPORTS FROM CITY MANAGER
Denny's and Fresh & Easy are close to opening and Blockbuster will be closing the first of March.
LAFCo hearing is Thursday night and he and Member Hively will be attending.
