1) CALL TO ORDER Mayor West called the special meeting to order at 12:25 p.m.

Mayor West, Members Cortez, Espitia and Hively
Absent: Member Wegman
4) COMMUNICATIONS FROM THE AUDIENCE: none
5) Report and Possible Approval, RE: Awarding a Contract for the Wastewater Treatment Plant Centrifuge Project to Speiss Construction Co. Inc.
Deputy Public Works Director reported recommended awarding contract to Speiss Construction stating that they were the first qualified bidder with the non-award of Dovali Construction.
Mayor West asked for comments or questions, hearing none asked for a motion.
Member Cortez made a motion to approve award, 2nd by Member Espitia. Motion carried 4-0-1 Member Wegman absent.
Member Cortez made a motion to move into closed session at 12:31 p.m., 2nd by Member Espitia. Motion carried.
6) CLOSED SESSION:
a) Conference with legal counsel regarding petitions for writs of mandate by AIR and Sierra Club, as Petitioners and City of Wasco as Respondent, Kern County Superior Court Case Numbers CV263656 and 263663 per Government Code Section Code 54956.9(a).
b) Conference with legal counsel regarding claim filed by Watermill Express, LLC per Government Code Section 54956.9(b).
c) Conference with legal counsel regarding McIntosh v. Northern California Universal Enterprises per
Government Code Section 54956.9 (a).
Member Hively left closed session at 1:05 p.m.
Mayor West reconvened Special Meeting at 1:08 and asked Attorney Schroeter for a report.
Attorney Schroeter stated that no reportable action was taken.
7) ADJOURNMENT: Member Cortez made a motion to adjourn at 1:08 p.m., 2nd by Member Espitia. Motion carried meeting adjourned.
