1) CALL TO ORDER Mayor West called the meeting to order at 7:01p.m.

5) PRESENTATIONS AND AWARDS:
a) Commendation presented to Betty Lugo upon her Retirement with 32 years of service as a teacher to the children of Wasco.
b) Commendation presented to Sally Lugo upon her Retirement with 42 years of
service as health aid to the children of Wasco.
Member Cortez presented commendations to Betty Lugo and Sally Lugo honoring their years of service working local education.
6) COMMUNICATIONS FROM THE AUDIENCE:
Steven Warren: 721 Trenton, Delano, 93215
Assemblyman Danny Gilmore's representative Steven Warren gave an invitation to Council and staff to participate in "stuff the bus" program and to participate in the "Town Hall meeting on August 21st.
7) CONSENT CALENDAR:
a) Approval of Minutes from the regular meeting of July 21, 2009
b) Approval of Bill Paying List, total amount of $190,251.48
c) Second Reading and Possible Adoption of an Ordinance, RE: 09-586 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WASCO AMENDING TITLE 6 OF THE CITY OF WASCO MUNICIPAL CODE, SECTION 6.04.010 (DEFINITIONS), 6.04.300 (ANIMALS CREATING A NUISANCE), AND TITLE 17 OF THE WASCO MUNICIPAL CODE, SECTION 17.03 (DEFINITIONS) AND SECTION 17.79.03 (PROHIBITED CONDUCT) TO DEFINE FOWL.
d) Second Reading and Possible Adoption of an Ordinance, RE: 09-587AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WASCO REGARDING REVISION OF ANIMAL CONTROL REGULATIONS AND FEES, CHAPTER 6.04.
e) Acknowledge Receipt of Correspondence.
f) Approve the Reading of All Ordinances and Resolutions by Title Only and
Approve Publication of All Ordinances in Summary Form.
Member Cortez made a motion to approve the calendar, 2nd by Member Espitia. Motion carried with the following vote:

City Clerk Hight read the ordinance title
8) Report and Possible Approval, RE: 09-2659 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE HOME INVESTMENT PARTNERSHIPS PROGRAM; THE EXECUTION OF A STANDARD AGREEMENT IF SELECTED FOR SUCH FUNDING AND ANY AMENDMENTS THERETO; AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE HOME INVESTMENT PARTNERSHIPS PROGRAM. (Zervis)
City Manager Zervis gave the staff report and stated the importance of this "gap" financing down payment assistance for first time home buyers.
Member Cortez made a motion to approve, 2nd by Member Hively. Motion carried with the following vote:

9) Report and Possible Approval, RE: Establishment of a 2 hour on Street Parking Zone and Installation of 2 Hour Parking Signs on "G" Street Between 8th and Poso. (Allen)
Walt Scheve's of Walt's Cabinets Inc 1175 G Street spoke about his complaint of vehicles being parked in front of his business and asked the Council for a 2 hour parking limit in front of his business. He gave pictures to Council substantiating his complaint and asked for something to be done.
Elo Fabbri of Western Ag Investments spoke in opposition to the 2 hour parking request.
Carlie Garcia of F & R Auto Shop spoke in opposition to the 2 hour parking request and presented photos of commercial area in question.
Jeff Mehlberg 1236 G Street, spoke in opposition to the 2 hour parking request.
Miguel Ramirez 709 Poso, spoke in opposition to the 2 hour parking request.
There was discussion regarding the zoning of the area, code and police enforcement in the area, parking limitations in the area, impact on local businesses due to lack of parking, and employee parking.
Mayor West stated that he was not in favor of setting a 2 hour parking in the area.
Member Espitia asked about the impact on Mr. Scheve's business.
Member Hively and Cortez spoke of their concerns with setting a 2 hour parking
No further discussion, no action taken.
10) Report and Possible Minute Action: RE: Approval of Contract with Code Publishing Inc. for Municipal Code publishing and codification and authorizing the City Manager to execute agreements. (City Clerk Hight)
City Clerk Hight presented the contract for approval stating staff and the City Clerks office recommended the change to Code Publishing due to their format and accessibility for public and staff.
Without discussion, Member Cortez made a motion to approve, 2nd by Member Espitia. Motion carried with a 4-0-1 vote. Member Wegman absent.
11) REPORTS FROM CITY STAFF
Allen: reported on the infrastructure completion at the sports complex.
Under Sheriff Marty Williamson greeted the council and invited conversations with him or Sheriff Youngblood at any time. He stated that he wanted to hear the good and the bad and that he and the Sheriff were always available.
Deputy Cantu spoke about the successful monitoring of parking of big rigs along G street and asked if there were other concerns that they could address.

13) REPORTS FROM CITY MANAGER
Reported on the completion of the agreement for the centrifuge project and that the water meter project is underway.

Mayor West was not present.
Attorney Plaza reported that there was no reportable action taken in closed session.
16) ADJOURNMENT Member Cortez made a motion to adjourn regular meeting at 9:05 p.m.,
2nd by Member Hively. Motion carried 3-0- 2. Mayor West and Member Wegman absent at vote.
