1)      CALL TO ORDER: Mayor West called the meeting to order at 7:01

h)      Report and Possible Approval, RE: 09-2628 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO CONFIRMING THE ASSESSMENT FOR THE LEVY AND COLLECTION OF ASSESSMENTS WITHIN SPECIAL TAX AREA ZONE 2006-3 WITHIN THE WASCO SPECIAL POLICE TAX AREA FOR SUBDIVISION FOR FISCAL YEAR 2009-10.

Member Wegman made a motion to approve calendar, 2nd by Member Hively.  Motion carried with the following vote:

AYES:        West, Espitia, Hively, and Wegman.
        NOES:        None
        ABSTAIN:  None
        ABSENT:   Cortez
        City Clerk Hight read the ordinance and resolution titles.

Member Cortez arrived at 7:06 p.m.

8)      Report, Public Hearing and Possible Approval, RE: 09-2629 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO ADOPTING THE ANNUAL OPERATING BUDGET FOR THE FISCAL YEAR 2009-2010. (Zervis)
Mayor West opened the public hearing.
Assistant City Manager Zervis gave a PowerPoint report of the budget and recommended approval.
There was brief discussion regarding printing and the favored use of CD's .  With no further comment, Mayor West closed the public hearing at 7:39 p.m.

Member Wegman made a motion to approve, 2nd by Member Espitia.  Motion carried with the following vote:
AYES:        West, Cortez, Espitia, Hively, and Wegman.
        NOES:        None
        ABSTAIN:  None
        ABSENT:   None

9)      Report, Public Hearing and Possible Approval, RE:  09-2630 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING THE COMBINED REPORT FOR ABATEMENT OF WEEDS, TRASH, RUBBISH AND DEBRIS AND ASSESSING THE COST THEREOF PURSUANT TO CITY OF WASCO MUNICIPAL CODE CHAPTERS 8.24 AND 17.79. (Zervis)

Mayor West opened the public hearing.
Assistant City Manager Zervis reported the city initiated and completed the nuisance abatement of weeds, trash and rubbish on 121 parcels at a total cost of $14,005.00 and is requesting to place the cost of these abatements on the property tax role for repayment to the city.  

Mayor West asked for comment, hearing none, closed the public hearing at 7:41.

Member Wegman made a motion to approve, 2nd by Member Cortez.  Motion carried with the following vote:
AYES:        West, Cortez, Espitia, Hively, and Wegman.
        NOES:         None
        ABSTAIN:  None
        ABSENT:    None

10)     Report, Public Hearing and Possible Approval, RE: 09-2631 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING A JOINT NSP HOUSING ACQUISITION AND PRESERVATION PROGRAM AGREEMENT. (Zervis)

Mayor West opened the public hearing.
Deputy Clerk Rodriguez circulated a sign in sheet for the public hearing.

Assistant City Manager Zervis reported the Department of Housing and Urban Development (HUD) through its neighborhood stabilization program has made $303,592 available to the City of Wasco.  In order to obtain funds a joint program agreement has been drafted for the purpose of applying for this money with Delano as the lead agency, and McFarland, Taft and Wasco as sub recipients.  

Mayor West approved the Cities working together for common goal.
Mayor West asked for further or public comment, hearing none closed the public hearing at 7:46p.m.

Member Espitia made a motion to approve, 2nd by Member Wegman.  Motion carried with the following vote:
AYES:        West, Cortez, Espitia, Hively, and Wegman.
        NOES:         None
        ABSTAIN:  None
        ABSENT:    None

11)     Report and Possible Approval RE: 09-2632 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING A CONTRACT FOR PROFESSIONAL SERVICES BY AND BETWEEN CENTRATION, INC. AND THE CITY OF WASCO FOR THE PREPARATION OF SB90 MANDATED COST CLAIMS. (Zervis)
Assistant City Manager Zervis gave a brief report stating that this is a contract approval with Centration, Inc. for the preparation of the City's State mandated cost claims if any.  

Mayor West asked for comment or questions, hearing none, Member Hively made a motion to approve, 2nd by Member Cortez.  Motion carried with the following vote:
AYES:        West, Cortez, Espitia, Hively, and Wegman.
        NOES:         None
        ABSTAIN:  None
        ABSENT:    None
        City Clerk Hight read the resolution title.

12)     REPORTS FROM CITY STAFF
Sgt. Armendariz gave a brief report of the recent shooting in Wasco and stated that "all has been quiet"   He also reported on the SAL golf tournament which raised over $20,000.

13)     REPORTS FROM CITY ATTORNEY- none

14)     REPORTS FROM CITY MANAGER
Zervis reported on $300.000 of CDBG funding the city received, and his vacation plans to be gone the next few days from the office.

15)     REPORTS FROM CITY COUNCIL
Cortez: Apologized for his recent absence.
Hively: Commended staff for presenting a balanced budget.  Also spoke about the Save Our City campaign and recent SSJV executive and General Membership meeting in San Diego.
West: Enterprise Zone application completed and also spoke about the Save Our City campaign and recent SSJV Executive and General Membership meeting in San Diego.
        
        Mayor West recessed regular meeting to the RDA agenda at 8:00 p.m.
        Mayor West reconvened regular meeting at 8:09 p.m.
        Member Cortez made a motion to recess to closed session at 8:09 p.m.
        Mayor West reconvened regular meeting at 8:19 p.m.

16)     CLOSED SESSION:
a)      Public Employee Recruitment - City Manager, Government Code Section 54957.  
City Attorney Garcia reported that the council took no reportable action.

17)     ADJOURNMENT: Member Wegman made a motion to adjourn @ 8:19 p.m., 2nd by Member Espitia.  Motion carried.
