1) CALL TO ORDER- Mayor West called the meeting to order at 7:00 p.m.

b) Presentation on the Energy Watch Program, Ron Brummett, Executive Director of Kern COG.
Ron Brummett gave the presentations to Council and audience.
6) COMMUNICATIONS FROM THE AUDIENCE:
Bob Reeves 2325 Sunset Wasco, heard opposing the transition from large trash receptacles in the ally to individual residential garbage and green waste containers.
7) CONSENT CALENDAR: The Consent Agenda consists of items that in staff's opinion are routine and non-controversial. These items are approved in one motion unless a Councilmember or member of the public removes a particular item.

c) Report and Possible Approval, RE: 09-2615 A RESOLUTION OF THE CITY

9) Report, Public Hearing and Possible Approval, RE: A RESOLUTION ON UPDATING EXISTING PERMIT FEES PREVIOUSLY ADOPTED AND ADDING A PROVISION FOR "ON-CALL" COMMERCIAL AND INDUSTRIAL BUILDING INSPECTION SERVICES DEPOSIT. (Zervis)

10) Report, Public Hearing and Possible Approval, RE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO AUTHORIZING A PROFESSIONAL SERVICE AGREEMENT BETWEEN THE CITY OF WASCO AND MUNICIPAL RESOURCES GROUP, LLC TO PROVIDE FOR "ON-CALL" BUILDING INSPECTION SERVICES. (Zervis)

11) Report, Discussion, and Possible Minute Action, RE: Section Title 12, Streets, Sidewalks and Public Safety of the City of Wasco Municipal Code Section 12.04.060 (Improvements Required When) establishing twenty five percent (25%) of the assessed valuation as the threshold requiring the repair and/or installation of curb, gutter and sidewalk improvements. Assistant City Manager Zervis gave a staff report and asked for discussion. There was discussion regarding landscaping and parking, accessed values, and off-site improvements. There was further discussion regarding changing the 25% to 35%, taking change before Planning Commission and then bringing before council. No action taken.
12) Report and Possible Approval, RE: 09-2617A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING A REQUEST TO THE KERN COUNTY AUDITOR-CONTROLLER'S OFFICE FOR THE ESTABLISHMENT OF A NEW FUND. (Zervis)
Assistant City Manager Zervis gave a staff report and recommended approval. There was brief discussion regarding foreclosed properties and staffs grant application for monies to secure and abate properties as needed.

13) Report and Possible Approval, RE: 09-2618 Employer Pickup Resolution Pre-Tax Payroll Deduction Plan for Service Credit Purchase (Contribution Code 14). (Zervis)

14) Report and Possible Approval RE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING A CONTRACT WITH THE LEW EDWARDS GROUP FOR THE STRATEGIC COMMUNICATIONS, PLANNING, AND ASSESSMENTS OF BEST PRACTICES UTILIZED TO ENHANCE AND PROTECT LOCAL REVENUES FOR COMMUNITY SERVICES. (Zervis)
Assistant City Manager Zervis gave a brief report of the May 5, 2009 special meeting and recommended taking no action until Mayor West and Member Cortez could be informed of information presented in said meeting.
No action taken.
15) Report and Possible Approval RE: An Agreement for Professional Consulting Services between the City of Wasco and PMC for Planning Services and Staff Augmentation. (Zervis)
Assistant City Manager Zervis gave a brief report of the consulting firm selection process and recommended Professional Consulting Services for augmentation to the planning staff for a period of 6 months. He introduced Sara Adler who was in attendance.
The Mayor thanked staff for their recommendation and for their good work.
Member Wegman made a motion to approve agreement, 2nd by Member Espitia. Motion carried with a 4/0/1 vote. Member Cortez absent.
16) REPORTS FROM CITY STAFF
Sgt. Armendariz gave a brief report about SAL Boxing and Peace Officer Memorial Week.
McNamara gave a brief report of progress on Jack in the Box, Circle K and KFC.
17) REPORTS FROM CITY ATTORNEY none
18) REPORTS FROM CITY MANAGER
Gave a brief report of grants and said that the cities grant writer Sally Livingston was doing a great job for the city.
19) REPORTS FROM CITY COUNCIL
Hively: welcomed Sara Adler to the city staff.
Wegman: thanked Sgt Armendariz and city staff for doing a good job.
Espitia: reported on the Wasco Recreation and Parks meeting to be on the 21st of May.
Member Wegman made a motion to recess to the RDA agenda, 2nd by Member Espitia. Meeting recessed at 8:40p.m.
Mayor West reconvened regular meeting and recessed to the closed session at 8:48p.m.
20) CLOSED SESSION:
a) Public Employee Recruitment - City Manager, Government Code Section 54957.
b) The City Council will recess to a Closed Session pursuant to Government Code Section 54956.9(b); Conference with Legal Counsel - Anticipated Litigation - 2 cases.
c) Sierra Club v. City of Wasco (No CV263663) and Association of Irritated Residents v. City of Wasco (CV 263656) Government Code Section 54956.9: Pending Litigation.
