March 17, 2009

Mayor West called the meeting to order at 5:00 p.m. at City Hall 746 8th street, Wasco.
ROLL CALL: Mayor West, Members Cortez, Espitia, Hively, Wegman

1.      General Overview of Fiscal Year 2009-2010 Budget Process
Distributed a copy of the budget schedule to council.
Assistant City Manager Zervis gave a brief overview of the budget timeline and what the meeting will cover tonight.
No action taken.

Assistant City Manager asked to move right into item 4.

2.      Discussion of City Priorities

3.      Discussion of Potential City Projects

4.      Discussion of Public Works Department Goals and Objectives
Public Works Director Allen gave a brief overview of projects including but not limited to capitol improvement plan, water meter installations, water conservation, wastewater treatment plant and water category funds, street projects and 1b money, sanitation, trash can conversion, dial a ride, CNG expansion, soccer park design, and capitol equipment.
No action taken.

5.      Discussion of Community Development Department Goals and Objectives
Community Development Director Heiser gave a brief report of projects including but not limited to the need of an update to the zoning element, circulation, ordinances, hwy 46 guidelines and sign ordinance.  Sited need for permit tracking computer software and customer feedback tracking system for overall improvement.  Spoke about building inspection services with a local inspector and one on call as needed for certain projects.
Spoke about code enforcement procedures, and animal control services and fees.
No action taken.

6.      Discussion of Finance Department Goals and Objectives
Assistant City Manager Zervis gave a brief report of projects including but not limited to
Creation of a collections policy, business/motel tax audit process, improve website application availabilities, cross training of staff, fee schedule for law enforcement, water meter tracking, and work with City Manager to create a balanced budget.
There was discussion regarding law enforcement costs and services and possible options.
No action taken.

7.      Discussion of RDA Priorities
Brief discussions between Council and staff regarding a priority list of projects including but not limited to Urban Futures project, Economic Development division, Elimination of blight and weed abatement, and improvement of downtown facades.
Member Cortes spoke of his desire to keep two code compliance officers.

With no further items to discuss, Member Espitia made a motion to adjourn at 6:30 p.m., 2nd by Member Hively.  Motion carried meeting adjourned.
