1)      CALL TO ORDER: Mayor West called the meeting to order at 4:30 p.m.

4)      COMMUNICATIONS FROM THE AUDIENCE: None

5)      Report, Public Hearing and Possible Approval, Re:  09-2597 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING AND ADOPTING THE UPDATED HOUSING ELEMENT TO THE GENERAL PLAN AND ACCOMPANYING NEGATIVE DECLARATION AS REFLECTED IN EXHIBIT A AND B. (Heiser)

Mayor West opened the public hearing.

Community Development Director Heiser gave a brief staff report.  There was a brief discussion regarding clarification of the document citing table 5.1
Based on discussion and concerns raised by public and council Page 5-2, Page 5-3 and Table 5-3 were amended to provide clarification regarding Conditional Use Permit requirements for multi family housing. The amended page 5-2 reads as follows:
… Residential densities allow for the maximum allowable densities per acre. While most densities are allowed by right, there are restrictions as it relates to certain multifamily uses. These restrictions are found in the City of Wasco Zoning Ordinance and are as follows: any development in the Medium Density Residential (R-2) Zone that is in excess of fifteen (15) total units require a Conditional Use Permit and development in the High Density Residential (R-3) Zone in excess of twenty five (25) units or with a density in excess of twenty four (24) units per gross acre shall require a Conditional Use Permit. ……
Table 5-3 was amended to add additional fees to provide developers with as much information as possible. The revised Table 5-3 can be found in the adopted document on record with the City Clerk.
Amended page 5-11 reads as follows:
These fees are not inclusive for all development projects. Other fees may be applicable if a project requires review and approval of any plans by the City Engineer or requires inspection by the City of Wasco Public Works Department. A list of Planning fees can be found in Appendix D.

City Manager Mittag responded that there are other fees in addition to the Conditional Use Permit fee that may pertain to certain projects and clarification of wording could be included in the document.
Pat Newman 1406 7th Street  had some concerns with the structure and verbiage stating issues with his current project with timelines and fees.

Mayor West closed the public hearing at 4:43

Member Hively made a motion to approve with the corrections to the document, 2nd by

2nd by Member Espitia.  Motion carried with the following vote:

Ayes: West, Espitia, Hively, Wegman
Noes: None
Absent: Cortez
Abstain: None
City Clerk Hight read the resolution.

6)      Report, Possible Approval, Re: 09-2598  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING A CONTRACT WITH THE LEW EDWARDS GROUP FOR THE INITIAL COMMUNITY SERVICE SURVEY AND ASSESSMENT FOR BEST PRACTICES UTILIZED TO ENHANCE AND PROTECT LOCAL REVENUES FOR COMMUNITY SERVICES.  (Mittag)

City Manager Mittag gave a brief report of the workshop held on February 3rd, 2009.  This contract only commits the City to a community services survey and assessment provided  by the Lew Edwards Group.

Member Espitia stated that he found the workshop beneficial.
Member Wegman also stated that it was a good presentation.
Member Hively stated that the Lew Edwards seemed to have a good success rate.
Mayor West said that it was a good tool to find community input.

With no further discussion Member Hively made a motion to approve, 2nd by Member Espitia.
Motion carried with the following vote:

Ayes: West, Espitia, Hively, Wegman
Noes: None
Absent: Cortez
Abstain: None
City Clerk Hight read the resolution.

7)      CLOSED SESSION: none

8)      ADJOURNMENT: Member Espitia made a motion to adjourn at 4:55 p.m., 2nd by Member Wegman.  Motion carried 4-0-1.  Member Cortez absent.
