1) CALL TO ORDER – City Council: Mayor Espitia called the meeting to order at 6:55 p.m.

2) ROLL CALL – City Council: Mayor Espitia, Members Cortez, Hively, Wegman, West

3) CONSIDER AND ADOPT A RESOLUTION ENTITLED: A Resolution of the Wasco Redevelopment Agency Approving its Report to the City Council for the Proposed 2007 Amendment to the Redevelopment Plan for the City of Wasco Redevelopment Project and Transmitting Said Report and 2007 Amendment to the City of Wasco City Council.
Assistant City Manager Ron Mittag read the report and gave instructions.
The purposes of the 2007 amendment are to add territory, make modifications to certain time and fiscal limits that effect administration and implementation, and amend imminent domain issues. Implementation of this amendment will enable the agency to increase employment opportunities city wide, rehabilitate commercial and industrial facilities, improve public infrastructure and community facilities, increase supply of affordable housing for qualifying individuals, and improve the quality of life for residents, businesses, and property owners within the added territory and the overall city.
Member Cortez, made a motion to give the floor to Vice President Richard Tillberg of Urban Futures to present the evidentiary material and the competition of said material.
4) REPORT, PUBLIC HEARING AND POSSIBLE APPROVAL OF: The Proposed 2007 Amendment to the Redevelopment Plan for the Wasco Redevelopment Project and the Applicable Ordinance and Resolutions. The City Council and Agency should open and conduct the Joint public hearing pursuant to joint public hearing proceedings contained under Tab 1 of the Evidentiary Record Binder and take all written and oral testimony from all interested persons and organizations on the 2007 Amendment and Related Final Environmental Impact Report (Mittag and Urban Futures).
Mayor Espitia opened the joint public hearing.
Tillberg gave report of findings and reported that certified letters were mailed to interested parties and that no objections have been received by his office and asked if the City Clerks office with the City of Wasco has received any objections.
City Clerk Hight responded that “no objections have been received.”
Paul Neufeld 947 Evergreen Ct, owner of business property within the said area spoke. He asked how eminent domain would impact him and his property.
Tillberg responded with the procedure of notifying the owner, appraisal procedure, fair market value and subjection to eminent domain. He further explained that residential property is not subject to eminent domain.
There were no further public comments.
Espitia closed the public hearing at 7:20 p.m.
Tillberg explained that the resolutions and ordinance would all be voted on and read at one time.

2007-118 A RESOLUTION OF THE WASCO REDEVELOPMENT AGENCY FINDING AND DETERMINING THAT THE USE OF TAXES ALLOCATED FROM THE TERRITORY PROPOSED TO BE ADDED TO THE WASCO REDEVELOPMENT PROJECT BY THE PROPOSED 2007 AMENDMENT TO THE REDEVELOPMENT PLAN FOR THE WASCO REDEVELOPMENT PROJECT, FOR THE PURPOSE OF PROVIDING AFFORDABLE HOUSING OUTSIDE THE ADDED TERRITORY, WILL BE OF BENEFIT TO THE ADDED TERRITORY AND THE REDEVELOPMENT PROJECT
2007-119 A RESOLUTION OF THE WASCO REDEVELOPMENT AGENCY MAKING AND APPROVING FINDINGS THAT A CERTAIN PARCEL OF LAND WHICH IS IN AGRICULTURAL USE SHALL BE INCLUDED IN THE WASCO REDEVELOPMENT PROJECT, AS PROPOSED TO BE AMENDED BY THE 2007 AMENDMENT
2007-120 A RESOLUTION OF THE WASCO REDEVELOPMENT AGENCY CERTIFYING THE FINAL PROGRAM ENVIRONMENTAL IMPACT REPORT FOR THE PROPOSED 2007 AMENDMENT TO THE REDEVELOPMENT PLAN FOR THE WASCO REDEVELOPMENT PROJECT; MAKING FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT; AND ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS
Member West made a motion to approve the four (4) resolutions of the RDA, 2nd by Member Hively. Motion carried with the following vote:

2007-2443 A RESOLUTION OF THE CITY OF WASCO CITY COUNCIL CERTIFYING THE FINAL PROGRAM ENVIRONMENTAL IMPACT REPORT FOR THE PROPOSED 2007 AMENDMENT TO THE REDEVELOPMENT PLAN FOR THE WASCO REDEVELOPMENT PROJECT; MAKING FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT; AND ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS

Member Cortez made a motion to approve the two (2) resolutions of the City Council of the City of Wasco, 2nd by Member West. Motion carried with the following vote:

07-539 AN ORDINANCE OF THE CITY OF WASCO CITY COUNCIL APPROVING AND ADOPTING THE PROPOSED 2007 AMENDMENT TO THE REDEVELOPMENT PLAN FOR THE WASCO REDEVELOPMENT PROJECT
Member Cortez made a motion to approve the first reading, 2nd by Mayor Espitia. Motion carried with the following vote:
AYES: Espitia, Cortez, Hively, Wegman and West.
