SPECIAL MEETING Minutes
Wednesday, June 20, 2007 – 5:00pm

1) CALL TO ORDER: Mayor Espitia called the meeting to order at 5:00 p.m.
2) ROLL CALL: Mayor Espitia, Members: Cortez, Wegman, West
Attorney B. Garcia, City Manager Pennell, Assistant City Manager Mittag, City Clerk Hight, Administrative Services/Finance Director Zervis, Public Works Director Jones, City Projects Manager Wren, City Operations Manager Allen, Interim Planning Director Raper, Human Resource Manager Randhawa
3) COMMUNICATIONS FROM THE AUDIENCE: None
4) APPROVAL OF MINUTES FROM THE REGULAR MEETING ON JUNE 5, 2007.
Member West made a motion to approve, 2nd by Member Cortez. Motion carried with a 4-0-0 vote.
5) REPORT AND POSSIBLE INTRODUCTION OF AN ORDINANCE, RE: AN ORDINANCE OF THE CITY OF WASCO, CALIFORNIA CONTAINING A DESCRIPTION OF THE CITY OF WASCO REDEVELOPMENT AGENCY’S PROGRAM TO ACQUIRE REAL PROPERTY BY EMINENT DOMAIN PURSUANT TO THE WASCO REDEVELOPMENT PROJECT
Assistant City Manager Mittag gave report, there were no comments.
Member Cortez made a motion to approve, 2nd by Member West. Motion carried with the following vote:
AYES: Espitia, Cortez, Wegman and West.
NOES: None
ABSTAIN: None
ABSENT: None
City Clerk Hight read the ordinance title
6) CONSIDER POSSIBLE ACTION ON APPOINTMENT TO FILL THE CITY COUNCIL VACANCY LEFT BY RESIGNING COUNCILMEMBER – City Manager
Government Code Section 36502(a) (City Council) There was a brief discussion regarding procedures for appointment. There was a consensus that the candidates would have a time for opening statements, questions from council members and audience.
Mayor Espitia left the council chambers at 5:05 p.m.
Mr. Vincent Martinez addressed the council with an opening statement and answered question from council.
Mayor Espitia returned to council chambers at 5:15 p.m.
Ms. Anita Gaston addressed the council with an opening statement and answered question from council.
Mrs. Ophelia Harden addressed the council with an opening statement and answered questions from council.
Mr. Carl Joe Hively addressed the council with an opening statement and answered questions from council.
There was brief time of questions from the audience for the candidates.
Member Cortez made a motion to appoint Vince Martinez. Motion failed due to lack of second.
Mayor Espitia made a motion to appoint Anita Gaston, 2nd by Member Cortez. Motion failed with a 2-2-0 vote.
Member West made a motion to appoint Joe Hively, 2nd by Member Wegman. Motion failed with a 2-2-0 vote.
Member Cortez made a motion to appoint Ophelia Hardin, motion failed due to lack of 2nd.
Mayor Espitia recessed for 5 minutes at 6:55 p.m.
Mayor Espitia reconvened meeting at 7:09 p.m.
Mayor Espitia made a motion to appoint Joe Hively, 2nd by Member West. Motion carried with a 3-1-0 vote.
7) ADJOURNMENT: Member Wegman made a motion to adjourn at 7:11 p.m. All in favor, motion carried.
