MINUTES OF REGULAR MEETING
December 6, 2005
1) CALL TO ORDER: Mayor Wegman called the meeting to order at 7:00 p.m.

4) ROLL CALL: Present: Mayor Wegman, Council Members Pearson, Espitia, Cortez, and West
Others Present- City Manager Pennell, City Attorney Peake, City Clerk Hight, Executive Secretary Krause, Finance Director Wooner, Public Works Director Jones, Econ. Dev. Director Mittag, Supt. of Streets & Projects Wren, Planning Director Woodcock, Senior Planner McNamara, Human Resources/Risk Management Manager Randhawa, and Sgt. McDonald.

7) CONSENT CALENDAR:
A) Approval of Minutes from the November 15, 2005 Regular City Council Meeting.
B) Approval of Bill Paying List.
C) Acceptance of October 2005 Building Permit Report.
D) Sheriff’s Monthly Activity Report for October 2005.
E) Acceptance of Monthly Code Compliance for October 2005:
Fire Prevention Services Incorporated
Wasco Code Compliance Officer
F) Approval of Bid Award to Autumn Leaf Tree Service for the 7th Street Tree
Trimming Project to include Tree Trimming of ninety-four trees along 7th Street between G Street and Griffith Avenue, at a Cost Not to exceed $3,525.
G) Approval of Bid Award to M.E. Shay & Company as the Administrative
Subcontractor for HOME Program Grant, at a Cost Not to Exceed $17,500.
H) Approval of Deed of Easement for Access Purposes for Martin’s Towing to Parcel
No. 11 in the Wasco Industrial Park, APN #487-250-08.
I) Acceptance of “Notice of Completion/Acceptance for Work” for the Sheriff
Substation Expansion Project completed by Delgadillo Drywall and Authorizing the City Engineer to file said Notice.
J) Acceptance of “Notice of Completion/Acceptance for Work” for the Waste Water
Treatment Plant Diesel Tank Project completed by E T Environmental California GP and Authorizing the City Engineer to file said Notice.
K) Approval of Employee Health Plan and Benefit Package renewal.
L) Approval of One Hour Closure of City Hall Annex on December 14th, from 12 to 1p.m.
M) Acknowledge Receipt of Correspondence.
N) Approve the Reading of All Ordinances and Resolutions by Title Only and
O) Approve Publication of All Ordinances in Summary Form.
Councilmember Espitia asked that items “E” and “L” be removed for discussion. Motion made by Pearson to approve the remaining Calendar, 2nd by Cortez. Motion carried with the following vote:
AYES: Mayor Wegman, Council Members Cortez, Pearson, Espitia and West.
NOES: NONE
ABSTAIN: NONE
ABSENT: NONE
Public Works Director Jones explained the format of the code enforcement report.
Finance Director Wooner explained the reason for closing the office for one hour. After a brief discussion Councilmember Espitia made a motion to approve both items, 2nd by Councilmember West. All in favor, motion carried.
8) Report, Public Hearing and Possible Minute Action, RE: GENERAL PLAN AMENDMENT 05-03/ZONE CHANGE 05-03.
Mayor Wegman opened the public hearing:
a) RE: 05-2284 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO IN THE MATTER OF THE APPLICATION OF BJ SAHOTA FOR AN AMENDMENT TO THE GENERAL PLAN LAND USE MAP GPA 05-03.
Senior Planner McNamara gave a brief power point presentation and cited staff recommendation for resolution approval.
b) Introduction of an Ordinance: AN ORDINANCE OF THE CITY OF WASCO ZONE CHANGE 05-03 REGARDING CERTAIN REAL PROPERTY IN THE CITY OF WASCO. Senior Planner McNamara gave a brief power point presentation and cited staff recommendation for change.
There were no comments from the audience; Mayor Wegman closed the public hearing at 7:25. Motion made by Pearson to approve the resolution and accept the first reading of the ordinance, 2nd by Cortez. Motion carried with the following vote:
AYES: Council Members Cortez, Pearson, Espitia and West.
NOES: Mayor Wegman
ABSTAIN: NONE
ABSENT: NONE
Attorney Peake read the resolution and ordinance title.
9) RE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING AN AGREEMENT TO PURCHASE TAX DEFAULTED PROPERTY AND AUTHORIZING RELATED ACTIONS (concerning property located at 1562 D Street APN#030-482-05) Finance Director Wooner reported that the property was secured and therefore pulled from the defaulted property list. No action taken.
10) Report and Possible Minute Action, RE: Golf Course Financing. Golf Course Manager Hagerty requested cash flow assistance funds from the council to sustain the golf course until the sale is final. After a lengthy discussion and many suggestions this item was tabled for a future meeting.
11) Report and Possible Minute Action, RE: Appointment to Wasco Recreation & Park
District Board to fill four-year term expiring November 30, 2009. Councilmember West reported that the only name submitted for appointment to the Wasco Recreation and Parks Board of Directors was Gilbert Garland. Councilmember West made a motion to re-appoint Mr. Garland to a 4 year term to end in November of 2009, 2nd by Wegman. Motion carried. Councilmember Espitia abstained.
12) Mayor Wegman thanked staff for their help and support throughout her term as Mayor.
13) NOMINATIONS AND APPOINTMENTS OF OFFICERS:
Nomination and Appointment of Mayor: Councilmember Espitia nominated Councilmember Mayor Pro-Tempore West to serve as Mayor for the coming year, 2nd by Cortez. All in favor, motion carried.
Nomination and Appointment of Mayor Pro-Tempore: Councilmember Pearson nominated Councilmember Espitia to serve as Mayor Pro-Tempore for the coming year, 2nd by Cortez. All in favor motion carried.
Mayor West greeted the audience and staff and then expressed his appreciation for the nomination and briefly shared his vision for the new year.
Mayor Pro-Tempore Espitia greeted the audience and staff, and then thanked the council for their nomination.
14) REPORTS FROM CITY ATTORNEY-NONE
15) REPORTS FROM CITY STAFF- Jones: announced that staff will be pursuing a grant for surveillance cameras that may be available. Wren: 2 new employees are working out well. Transit transfer station project has been awarded with a Jan. 10 start date. We are currently accepting bids for the reconstruction of Palm Ave. between Shell Station and McDonalds. Sgt. McDonald gave a brief staff report. Woodcock: gave a brief report of a meeting between Planning Commission and Wasco Recreation and Parks District. Protest hearing Dec. 27 at LAFCO regarding Annexation 36. Mittag: PG&E check presentation held this last week; Channel 17 was there for television coverage.

17) REPORTS FROM CITY COUNCIL-Mayor West took this time to introduce his family that was in attendance. His wife Kay and in-laws Doc and Evelyn Rupert.
