WASCO CITY COUNCIL
MINUTES OF REGULAR MEETING
October 4, 2005


1)  CALL TO ORDER- Mayor Wegman called the meeting to order at 7:20 p.m.

2)  FLAG SALUTE.

3)  INVOCATION- Pastor Bill Lewis – Griffith Avenue Baptist Church.

4)  ROLL CALL- Present: Mayor Wegman, Council Members Pearson, West, Espitia & Cortez, Acting City Manager John Wooner, City Clerk Hight, Executive Secretary Krause, City Attorney Peake, Public Works Director Jones, Planning Director Woodcock, Senior Planner McNamara, Supt. of Streets & Projects Wren, Econ. Dev. Director Mittag and Sgt. McDonald. City Manager Pennell was absent.

5)  PRESENTATIONS AND AWARDS- NONE

6)   COMMUNICATIONS FROM THE AUDIENCE- NONE

7)  CONSENT CALENDAR: The Consent Agenda consists of items that in staffs' opinion are routine and non-controversial.  These items are approved in one motion unless a Councilmember or member of the public removes a particular item.
        a)  Approval of Minutes from the September 20, 2005 Regular City Council Meeting.

        b)  Approval of Bill Paying List.

        c)  Acceptance of August 2005 Building Permit Report.

d)  Approval of No. 2005-2272 A Resolution of the Council of the City of Wasco Approving an Application to the California State Department of Housing and Community Development for Funding under the CalHome Program; the Execution of a Standard Agreement if Selected for such Funding and any Amendments Thereto; and any Related Documents Necessary to Participate in the CalHome Program.

e)  Approval of No. 2005-2273  A Resolution of the City Council of the City of Wasco, Regarding an  Initial Study/Negative Declaration; Application for Annexation 36 and Pre-Zone; and Amending Resolution 2005-2270.

f)  Acknowledge Receipt of Correspondence.

g)  Approve the Reading of All Ordinances and Resolutions by Title Only and  Approve Publication of All Ordinances in Summary Form.
                  
Motion made by Pearson to approve the consent calendar, 2nd by Espitia.  Motion carried with the following vote
     
AYES:  Mayor Wegman, Council Members Pearson, Cortez, Espitia and West. NOES:   NONE
ABSTAIN: NONE

8)  Report and Possible Approval of No. 2005-2274. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF      WASCO IN SUPPORT OF VALLEY FEVER SYMPOSIUM AND HEALTH/RESOURCE FAIR
Javier Arreola of National Health Services, Irma Prado, Migrant Program Councilor of Wasco Union High School and Ann Cervantes, Committee member addressed the council.

Motion made by Pearson to approve, 2nd by Cortez.  Motion carried with the following vote:

AYES: Mayor Wegman, Council Members Cortez, Pearson, Espitia and West.
NOES:   NONE
ABSTAIN: NONE
ABSENT: NONE

9)      Second Reading and Possible Adoption of an Ordinance No. 2005-500 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WASCO AMENDING SECTION 2.60.160 OF THE WASCO MUNICIPAL CODE RELATED TO APPROVAL OF EXPENDITURES
Motion made by Cortez to adopt, 2nd by West.  Motion carried with the following vote:

AYES: Mayor Wegman, Council Members Cortez, Pearson, Espitia and West.
NOES:   NONE
ABSTAIN: NONE
ABSENT: NONE

10)     REPORTS FROM CITY ATTORNEY-NONE


11)     REPORTS FROM CITY STAFF
Woodcock stated his appreciation for the joint meeting with Planning Commission and Council.  Sgt. McDonald gave a stat report of the Sheriffs Dept.  He also stated that the expansion is ongoing and the Deputies are looking forward to its completion.


12)     REPORTS FROM CITY MANAGER
Wooner reported the annex and sub-station are under construction, soon to be finished.   We have received notice of storm grant master-plan in the amount of 35,000.00. Staff is awaiting approval of remaining funds.  Staff has received word from John Ciceroni of CFY Developments that tax credits were approved for Senior Housing Development located at Poso and 43.

13)     REPORTS FROM CITY COUNCIL
Cortez expressed his concern over street racing within Wasco.

14)     CLOSED SESSION - NONE

15)     ADJOURNMENT – 7:44 p.m.  Cortez made a motion to adjourn, 2nd by Pearson.   All in favor, motion carried.
