MINUTES OF SPECIAL MEETING
October 3, 2005


1.  CALL TO ORDER- Chairman Joe Hively called the meeting to order at 6:05 p.m.

2.  FLAG SALUTE.

3.  ROLL CALL- Present: Mayor Wegman, Council Members Pearson, West & Cortez, City Manager Pennell, City Clerk Hight, Executive Secretary Krause, City Attorney Peake, Finance Director Wooner, Public Works Director Jones, Planning Director Woodcock & Senior Planner McNamara.  Councilmember/Wasco Park and Recreation Director Espitia was present but abstained from any participation.

Chairman Hively, Vice Chairman Garland, Directors Jones, Heywood and Martinez.

4.  REPORT AND DISCUSSION RE: Park and Recreation Master Plan.  Chairman Hively presented their master plan and suggested meeting at a later date after Council has had time to review.  After discussion regarding ratio of acreage of park to population, there was a consensus for revision from 1.5 acre per 1000 to 2.5 acre per 1000.

5.  REPORT AND POSSIBLE MINUTE ACTION RE: Park and Recreation fees, Park Land Dedication, Park Impact Fees and other related Fees and dedications.  Councilmember West suggested possibility of a park parcel tax or the formation of an assessment district to aid park maintenance fees.  After lengthy discussion, no action was taken.

6.  REPORT AND POSSIBLE MINUTE ACTION RE: Contract for services with city of Wasco.  Finance Director Wooner proposed a concept of economy of scale where the maintenance of parks and green spaces would be combined into one work force. After lengthy discussion, no action was taken.

7.  CONCLUDING REMARKS. After general discussion, it was concluded by both entities that this was the beginning of necessary and timely conversations. It was suggested that both entities work toward common goals of parks and green spaces and meet in the near future to discuss the possibilities.

8.  Motion to adjourn was made by Councilmember Pearson, 2nd by Mayor Wegman. All in favor, motion carried.
