SPECIAL JOINT MEETING OF THE
CITY OF WASCO, WASCO HOUSING AUTHORITY AND WASCO AFFORDABLE HOUSING, INC.
FEBRUARY 17, 2004
1. CITY COUNCIL CALL TO ORDER- Mayor Espitia called the meeting to order at 5:02 pm.
2. CITY COUNCIL ROLL CALL- Present: Mayor Espitia, Council Members Pearson, Neufeld and Wegman, City Clerk Gibson, City Manager Pennell, Finance Director Wooner, Housing Specialist Litten, Attorney Alan Peake and Executive Secretary Novins. Councilmember West was absent.
3. WASCO HOUSING AUTHORITY CALL TO ORDER- Chairman Pearson called the meeting to order at 5:02 pm.
4. WASCO HOUSING AUTHORITY ROLL CALL- Present: Chairman Pearson, Commissioners Espitia, Wegman, Neufeld and Tenant Commissioners Olivio and Nares, Executive Director Newman, Secretary Gibson, and Attorney Drescher. Commissioner West was absent.
5. WASCO AFFORDABLE HOUSING, INC. CALL TO ORDER- Chairman Wayne Montgomery called the meeting to order at 5:02 pm.
6. WASCO AFFORDABLE HOUSING, INC. ROLL CALL- Present: Chairman Montgomery, Directors Mel McLaughlin, George Douglas, Paul Neufeld, Otis Johnson and Attorney Drescher.
Mr. Danny Fred of Fred Consulting and Dave Kroot of Goldfarb and Lipman were also present.
7. REPORT AND POSSIBLE MINUTE ACTION, RE: SENIOR HOUSING NEEDS- It was agreed by all that the first step would be to have a market study completed and determine the roles each agency might play in the project. After further discussion on possible financing, Councilmember Pearson made the motion to move forward with a needs assessment, having the three agencies share equally in the cost, 2nd by Councilmember Neufeld. It was added that Pat Newman would be appointed as the project lead-person. All in favor, motion carried.
8. REPORT AND POSSIBLE MINUTE ACTION. RE: DEVELOPMENT OF IN-FILL LOTS/BLIGHTED AREAS- Mr. Kroot explained that finding funding for this could take a couple of years, however this time could be used to locate potential in-fill and blighted properties.
Dwayne Hutson recommended that Pat Newman be compensated to take control of the project rather than paying an outside consultant.
9. ADJOURNMENT- 5:56 pm. Motion made by Councilmember Pearson, 2nd by Councilmember Wegman for the City Council. Motion by Chairman Montgomery, 2nd by Director Johnson for Wasco Affordable Housing. Motion by Commissioner Wegman, 2nd by Chairman Pearson for the Housing Authority.. All in favor, motions carried.
