a) Commendation presented to Betty Lugo upon her Retirement with 32 years of service as a teacher to the children of Wasco.
b) Commendation presented to Sally Lugo upon her Retirement with 41 years of
service as health aid to the children of Wasco.
6) COMMUNICATIONS FROM THE AUDIENCE: This portion of the meeting is reserved for persons desiring to address the Council on any matter not on this agenda and over which the council has jurisdiction. Speakers are limited to two (2) minutes. Please state your name and address for the record before making your presentation.
The City Council will receive your comments but no action will be taken at this meeting. Should your comments require further consideration by the City Council, the item will be agendized for a report and discussed at a future City Council meeting
7) CONSENT CALENDAR: The Consent Agenda consists of items that in staff's opinion are routine and non-controversial. These items are approved in one motion unless a Councilmember or member of the public removes a particular item.
a) Approval of Minutes from the regular meeting of July 21, 2009
b) Approval of Bill Paying List, total amount of $190,251.48
c) Second Reading and Possible Adoption of an Ordinance, RE: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WASCO AMENDING TITLE 6 OF THE CITY OF WASCO MUNICIPAL CODE, SECTION 6.04.010 (DEFINITIONS), 6.04.300 (ANIMALS CREATING A NUISANCE), AND TITLE 17 OF THE WASCO MUNICIPAL CODE, SECTION 17.03 (DEFINITIONS) AND SECTION 17.79.03 (PROHIBITED CONDUCT) TO DEFINE FOWL.
d) Second Reading and Possible Adoption of an Ordinance, RE: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WASCO REGARDING REVISION OF ANIMAL CONTROL REGULATIONS AND FEES, CHAPTER 6.04.
e) Acknowledge Receipt of Correspondence.
f) Approve the Reading of All Ordinances and Resolutions by Title Only and
Approve Publication of All Ordinances in Summary Form.
8) Report and Possible Approval, RE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE HOME INVESTMENT PARTNERSHIPS PROGRAM; THE EXECUTION OF A STANDARD AGREEMENT IF SELECTED FOR SUCH FUNDING AND ANY AMENDMENTS THERETO; AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE HOME INVESTMENT PARTNERSHIPS PROGRAM.
