a)  City of Wasco Proclamation presented to Co-Chairpersons Duviet Rodriguez, Sabrina   
Fontes and Anna Poggi in Support of Wasco’s 2nd Annual Relay For Life sponsored by the American Cancer Society to be held April 29 and 30, 2006 at Wasco High School.
 
6)  COMMUNICATIONS FROM THE AUDIENCE: This portion of the meeting is reserved for persons desiring to address the Council on any matter not on this agenda and over which the council has jurisdiction.  Speakers are limited to two (2) minutes.  Please state your name and address for the record before making presentation.

7)  CONSENT CALENDAR: The Consent Agenda consists of items that in staffs' opinion are routine and non-controversial.  These items are approved in one motion unless a Councilmember or member of the public removes a particular item.

        a)      Approval of Minutes from the Special Joint Meeting with the Recreation and Park     
      District Board and the Regular Council Meeting on February 7, 2006.

        b)      Approval of Bill Paying List.

        c)      Acceptance of Monthly Code Compliance Report for January 2006:
        1.  Fire Prevention Services Incorporated
        2.  Wasco Code Compliance Officer

        d)      Acceptance of Sheriff’s Monthly Activity Report for January 2006.

        e)      Acceptance of Federal Fiscal Year 2006 Certifications and Assurances for Federal Transit Administration Assistance Programs.

        f)      Approval of Extension of Employment Agreement with City Manager to January 31, 2007.

        g)      Approval of Response Concerning Notice of Preparation of the Kern County Biosolids Ordinance Environmental Impact Report.

        h)      Acceptance of “Notice of Completion/Acceptance for Work” for Palm Avenue Reconstruction Project completed by Griffith Company and Authorizing the City Clerk to file said Notice.

        i)      Approval of  a Resolution Approving an Application to American Humane Society for an Award from the Meacham Foundation Memorial Grant; the Execution of a Standard Agreement if Selected for Funding and any Amendments Thereto; and any Related Documents Necessary to Participate in the Meacham Foundation Memorial Grant.

        j)      Approval of a Resolution of the City Council of the City of Wasco Adopting the Kern County Multi-Hazard Mitigation Plan.

        k)      Approval of Cardlock Use Agreement with Jeffries Bros., Inc.

        l)      Acknowledge Receipt of Correspondence.

        m)      Approve the Reading of All Ordinances and Resolutions by Title Only and  Approve Publication of All Ordinances in Summary Form.

9)      Report, Public Hearing and Introduction of an Ordinance, RE:  AN ORDINANCE OF THE CITY OF WASCO APPROVING ZONE CHANGE 05-04 REGARDING CERTAIN REAL PROPERTY IN THE CITY OF WASCO (located at the Southeast corner of Central Park Dr. and Central Avenue)(Woodcock) Continuance to March 7, 2006 Requested by Developer.

10)     Report, Public Hearing and Introduction of an Ordinance, RE:  AN ORDINANCE OF THE CITY OF WASCO AMENDING THE CITY OF WASCO ZONING ORDINANCE TO ADD SECTION 17.19.30, ESTABLISHING DESIGN STANDARDS FOR SWIMMING POOLS IN RESIDENTIAL ZONES (Woodcock)

11)     Report, Public Hearing and Possible Approval, RE: A RESOLUTION OF THE CITY OF WASCO AMENDING THE OFFICIAL GENERAL PLAN LAND USE MAP OF THE CITY OF WASCO RE-DESIGNATING APPROXIMATELY FOURTEEN (14) ACRES OF LAND DESIGNATED LOW DENSITY RESIDENTIAL TO RURAL RESIDENTIAL (located approximately ½ mile South and East of the Intersection of Palm and Filburn Avenues) (Woodcock)

12)     Report, Public Hearing and Introduction of an Ordinance, RE: AN ORDINANCE OF THE CITY OF WASCO APPROVING ZONE CHANGE 06-05, APPROVING A CHANGE TO THE OFFICIAL ZONING MAP OF THE CITY OF WASCO RE-CLASSIFYING APPROXIMATELY FOURTEEN (14) ACRES OF LAND DESIGNATED A R-1-6 (LOW DENSITY RESIDENTIAL 6,000 sq. ft. LOT) TO R-R (RURAL RESIDENTIAL) (located approximately ½ mile South and East of the Intersection of Palm and Filburn Avenues) (Woodcock)
